长沙望城坡公交枢纽立体停保场工程施工风险管理研究

【摘要】:长沙望城坡公交枢纽立体停保场工程项目是一个复杂的系统过程,,项目涉及的人力、物力、财力较大,各方关系及其管理也较为复杂。如果管理者不能认清项目存在的问题并及时采取措施予以解决,就可能因相应的风险问题而影响正常的规划施工。 本文以风险识别、风险评估及风险应对为研究主线,首先在综述风险管理相关研究现状的基础上对风险的概念与特征及风险管理的本质与过程进行了分析;接着对长沙望城坡公交枢纽立体停保场施工工程进行了简单的介绍,从不可控风险与可控风险两个维度对长沙望城坡公交枢纽立体停保场施工风险的进行识别,其中,不可控制风险包括政治风险、社会风险、不可抗力风险;可控制风险包括施工管理风险、环境风险、人员风险、项目相关方的风险、技术风险;然后通过综合比较各种风险评价方法,分别运用层次分析法(AHP)和模糊综合评价方法对风险指标的权重和施工风险的级别进行确定,建立起工程风险评估的指标体系;最后针对由层次分析法和模糊综合评价方法确定的风险影响因素权重与风险级别,有重点地对长沙望城坡公交枢纽立体停保场施工工程的政治和社会风险、不可抗力风险、施工管理风险、环境风险、人员风险和技术风险进行风险管理,提出相应的应对策略。
[Abstract]:It is a complicated system process that the project of three-dimensional stop and guarantee yard of Changsha Wangchengpo public transit hub involves manpower, material resources and financial resources, and the relationship between the parties and its management is also more complicated. If the manager can not recognize the problems existing in the project and take measures to solve them in time, it may affect the normal planning and construction because of the corresponding risk problems. In this paper, risk identification, risk assessment and risk response are the main lines of study. Firstly, the concept and characteristics of risk and the nature and process of risk management are analyzed on the basis of summarizing the current research situation of risk management. Secondly, the paper introduces the construction engineering of the three dimensional stop and guarantee yard of the Wangchengpo public transit hub in Changsha, and identifies the construction risk of the three dimensional stop insurance yard from the two dimensions of the uncontrollable risk and the controllable risk, among which the construction risk of the three dimensional stop and guarantee yard of the Changsha Wangchengpo public transit hub is identified. The uncontrollable risk includes political risk, social risk and force majeure risk; Controllable risk includes construction management risk, environmental risk, personnel risk, project related party risk, technical risk; Then through comprehensive comparison of various risk evaluation methods, using AHP (AHP) and fuzzy comprehensive evaluation method to determine the weight of risk index and the grade of construction risk, and establish the index system of engineering risk assessment. Finally, aiming at the weight and grade of risk factors determined by Analytic hierarchy process (AHP) and fuzzy comprehensive evaluation, the political and social risks and force majeure risks of the construction project of the three-dimensional stop and guarantee yard of Changsha Wangcheng Slope Public Transit Terminal are focused on. Construction management risk, environmental risk, personnel risk and technical risk management, put forward the corresponding countermeasures.
