新形势下中铁X局集团发展战略研究

【摘要】:当前,经济全球化竞争态势加剧,尤其是2009年以来,由美国次贷危机而引发的一场国际性金融海啸,给世界经济造成了严重冲击,并且从金融领域侵袭到实体经济,从发达国家传导到发展中国家。作为共和国“长子”的央企,面对新的形势,如何结合实际,抓住机遇,调整结构,因地制宜地制定切实可行的发展战略,成为企业迫在眉睫的重大课题。 截止到2011年底,我国铁路运营里程为9.3万公里,居世界第2位;其中高速铁路运营总里程突破1.3万公里,居世界第1位。近几年,随着铁路跨越式发展的逐步推进,中国铁路建设取得了一定成绩;但是按人均来计算,人均铁路里程仅一根香烟的长度,还远远落后于美国等发达国家。铁路“十二五”规划已经明确提出:到2020年,铁路规划里程数将提升到12万公里,我国的铁路建设还有很大的发展空间。另一方面,铁路建设已经步入“后四万亿”时代,虽然国家出台了一系列政策拉动经济增长,但是部分新建铁路建设项目“下马”或者停滞、房地产市场低迷、海外工程建设受阻以及地方项目资金紧张、任务不足等种种因素,给建筑业市场带来了不小的冲击。这些新情况新问题在给铁路建筑企业带来新机遇的同时,也带来了前所未有的挑战。 本论文的主题旨在帮助中铁X局集团进一步分析所面临的新形势,进一步创新体制机制、化解结构性矛盾、加强精益管理,提高核心竞争力,带领企业走出困境,切实担负起加快国家基础设施的建设、拉动经济快速增长的重大责任。本文运用了SOWT分析法,具体剖析中铁X局集团企业本身存在的优势和劣势;利用自己工作所在部门的优势,多次与集团董事长、董事会秘书以及人力资源部长等高级管理者进行访谈,了解企业发展状况;同时对铁路建筑施工企业进行了调研、数据搜集,在此基础上,科学制定出企业发展战略:即采取多元化战略,同时提出未来十年发展的总体目标、战略指导思路以及战略各项具体目标,并且围绕战略实施制定了七个方面的保障措施。 本论文以中铁X局集团为研究对象,结合作者在董事会办公室工作的实践经验,以及自己所学的企业战略管理知识,对当前铁路施工企业面临建设市场严峻形势和复杂局面,特别是以既有线施工为主的企业,如果需求突破和发展,具有一定指导和借鉴价值。
[Abstract]:At present, the competition situation of economic globalization intensifies, especially since 2009, an international financial tsunami caused by the subprime mortgage crisis in the United States has caused a serious impact on the world economy, and it has attacked the real economy from the financial field. From developed to developing countries. As the eldest son of the Republic, in the face of the new situation, how to combine the reality, seize the opportunity, adjust the structure and formulate feasible development strategy according to the local conditions has become an urgent and important task for the enterprises. Up to the end of 2011, China's railway mileage is 93000 km, ranking second in the world, and the total mileage of high-speed railway operation exceeds 13000 km, ranking first in the world. In recent years, with the development of railway leaps and bounds, China's railway construction has made certain achievements, but per capita, the length of a cigarette per capita railway mileage is far behind the United States and other developed countries. The 12th Five-Year Plan of Railway has clearly put forward: by 2020, the mileage of railway planning will be increased to 120000 km, and there is still great room for development of railway construction in China. On the other hand, railway construction has entered the "post-4 trillion" era. Although the state has introduced a series of policies to stimulate economic growth, some new railway construction projects have "dismounted" or stalled, and the real estate market is in a doldrums. The construction of overseas projects is blocked and the local projects are short of funds and the tasks are insufficient, which has brought a great impact to the construction market. These new situations and problems not only bring new opportunities to railway construction enterprises, but also bring unprecedented challenges. The theme of this paper is to help the China Railway X Bureau Group to further analyze the new situation, to further innovate the system and mechanism, to resolve structural contradictions, to strengthen lean management, to improve core competitiveness, and to lead enterprises out of the predicament. It is a major responsibility to speed up the construction of national infrastructure and stimulate rapid economic growth. In this paper, SOWT analysis is used to analyze the advantages and disadvantages of China Railway X Group. Take advantage of the advantages of the department where they work, many times with the chairman of the group, board secretary and human resources minister and other senior managers, to understand the status of enterprise development; On the basis of the investigation and data collection of railway construction enterprises, the paper scientifically formulates the enterprise development strategy: adopt diversification strategy, and put forward the overall goal of development in the next ten years. Strategic guiding ideas and specific objectives of the strategy, and around the implementation of the strategy to formulate seven aspects of security measures. This paper takes China Railway X Bureau Group as the research object, combined with the author's practical experience in the office of the board of directors, and his own knowledge of strategic management of the enterprise, to the current railway construction enterprises facing the severe situation and complex situation of the construction market. Especially for the enterprises with existing lines construction, if the demand breakthrough and development, it has certain guidance and reference value.
