北京铁路局科研所发展战略研究

【摘要】:近年来随着铁路改革的深化和铁路技术装备水平的大幅度提高,北京铁路局科研所面临诸多困难:如中国加入WTO后铁路市场开放程度的增加、国际大企业的进入、国内民营科技企业的异军突起、国有企业在体制和制度上的禁锢、企业自身存在的不足等等。 由于存在上述困难,本文通过以下几个方面进行分析,试图为企业克服这些困难提供一些解决方案。首先,采用PEST分析方法,对企业面临的政治环境、宏观经济环境和运输行业经济环境、社会环境和科技环境等进行分析得到北京铁路局所处的宏观环境背景。然后,通过对北京铁路局所在行业的行业竞争结构以及产业的内部结构进行分析,得到其在以后发展过程中的外部环境条件,然后通过对企业的技术创新能力、财通内部因素评价法对企业资源及企业能力进行分析,得到其在发展过程中的内部条件,并采用SWOT分析方法提出企业的发展战略,并采用定量战略计划矩阵方法对所提战略进行选择,并确定企业使命,制定战略目标。其次,通过对组织结构进行调整和管理模式进行创新,采用薪酬绩效管理方法,通过科技创新战略的实施和资源的优化配置实现所选战略的有效实施,最后,对所实施结果进行总结。 综上所述,本文主要是通过对北京铁路局科研所所面临的宏观环境进行分析,并根据北京铁路局科研所在整个行业中所面临的竞争以及其自身条件进行剖析,最后进行SWOT分析,给出相关战略并对其进行实施,并通过薪酬绩效管理对战略实施结果进行评价。
[Abstract]:In recent years, with the deepening of the railway reform and the substantial improvement of the level of railway technology and equipment, the Institute of Science and Technology of the Beijing Railway Administration faces many difficulties: for example, after China's accession to the WTO, the degree of opening up the railway market and the entry of large international enterprises are increasing. The emergence of domestic private science and technology enterprises, the state-owned enterprises in the system and the system of imprisonment, the enterprise itself, and so on. Because of the difficulties mentioned above, this paper tries to provide some solutions for enterprises to overcome these difficulties by analyzing the following aspects. Firstly, the PEST analysis method is used to analyze the political environment, macro-economic environment, transportation industry economic environment, social environment and science and technology environment, etc., and get the macro-environmental background of Beijing Railway Bureau. Then, through the analysis of the competition structure of the industry and the internal structure of the industry in which the Beijing Railway Bureau belongs, the external environmental conditions in the future development process are obtained, and then through the technological innovation ability of the enterprise, the paper analyzes the competition structure of the industry and the internal structure of the industry in the future. In this paper, the internal factors evaluation method is used to analyze the resources and capabilities of the enterprise, and the internal conditions in the process of development are obtained. The development strategy of the enterprise is put forward by using the method of SWOT analysis. The quantitative strategic plan matrix method is used to select the proposed strategy, and determine the corporate mission and formulate the strategic objectives. Secondly, through the adjustment of the organizational structure and the innovation of the management mode, using the salary performance management method, through the implementation of the scientific and technological innovation strategy and the optimal allocation of resources to achieve the effective implementation of the selected strategy, finally, Summarize the results of the implementation. In summary, this article is mainly through the analysis of the macro-environment faced by the Beijing Railway Bureau Scientific Research Institute, and according to the competition in the entire industry and its own conditions of the Beijing Railway Bureau Scientific Research Institute, and finally carries on the SWOT analysis, The related strategies are given and implemented, and the results of the strategy are evaluated by compensation performance management.
