舟山港域码头群协同运营管理的分析与探讨
[Abstract]:Zhoushan Port has developed rapidly in recent years because of its unique location, resource advantages and superior natural conditions, and has become one of the 100 million ton ports along the coast of China. On June 30, 2011, the State Council approved the establishment of Zhoushan Islands New area in Zhejiang Province, which is also an important historical opportunity for Zhoushan Port. However, there are still many problems in the development of Zhoushan Port, such as extensive utilization of shoreline, serious waste of resources, disorderly competition between docks and so on. The main reason for the above problems is the lack of good cooperative operation and management among port wharf groups, and each wharf pursues the maximization of its own interests while neglecting the cooperation with other wharves. Due to the disadvantages of the old wharf management mode, it can no longer adapt to the development of the port. Therefore, it is very necessary to carry out the cooperative operation and management of port wharf group, which is not only the only way to solve the existing problems, but also the necessary way to improve the competitiveness and comprehensive strength of port wharf itself. This paper introduces the basic situation of Zhoushan port area, puts forward the necessity of cooperative operation management on the basis of the existing problems of wharf management in Zhoushan port area, and focuses on the analysis of many obstacles existing in the realization of cooperative operation management of Zhoushan port group: infrastructure obstacle, wharf management obstacle and management obstacle. Starting from the problems and obstacles existing in Zhoushan Port, this paper first puts forward the basic requirements to realize cooperative operation from the macro level, and finally introduces the feasible method to realize the cooperative operation of Zhoushan Port Group, that is, MAS is introduced into the cooperative operation management of wharf. The basic principle, advantages and feasibility of MAS are explained in detail, and the application of MAS technology in Zhoushan port wharf group is analyzed.
