南方公司施工项目成本控制优化研究

【摘要】:项目施工成本是施工企业用于项目施工和管理的一切费用的总和,它综合地反映了施工企业在整个项目施工过程中的劳动和物资消耗的状况,是衡量施工企业经营管理成果的一个重要指标。目前施工企业普遍面临中标单价低,工期要求紧,材料价格和人工工资上涨,建设资金紧张等问题。在此局面下,施工企业项目必须提高全面的成本控制意识,严格成本控制制度,在确保施工质量的前提下加强施工过程控制,方能推动企业的可持续性发展。本文以中国交建南方工程公司(以下简称南方公司)施工项目成本控制问题为研究背景,首先综述了施工项目成本控制的一般理论,其中重点阐述了施工项目成本控制的对象、依据和管理原则,为后文讨论南方公司项目成本控制提供理论依据。其次,本人在南方工程公司所属施工项目管理的亲身经历,加上对公司财务、工程管理、人力资源等部门的走访调查,总结了南方公司施工项目成本控制的现状,并重点分了当前公司施工成本控制中存在的问题及原因。接着,针对南方公司在在成本控制方面存在的问题,运用当前工程项目管理的主要理论和项目成本控制的主要方法,从成本控制的管理机制、组织机制、成本控制程序及内容等方面对南方公司施工项目成本控制方案进行了相对全面的优化。最后,结合当前南方公司的在建项目一贵州三穗至黎平高速公路项目,运用成熟的挣值法进行严格的成本控制从而有效地降低了施工项目的成本,卓有成效地完成了公司下达的成本控制目标,为公司以后加强成本控制提供了重要的参考依据。
[Abstract]:The construction cost of the project is the sum of all the expenses used by the construction enterprise in the construction and management of the project. It comprehensively reflects the labor and material consumption of the construction enterprise in the whole construction process of the project. At present, construction enterprises are generally faced with such problems as low bid unit price, tight construction period, rising material prices and labor wages, and tight construction funds. The construction enterprise project must enhance the overall cost control consciousness, strict cost control system, strengthen the construction process control under the premise of ensuring the construction quality. Only then can we promote the sustainable development of enterprises. In this paper, the general theory of construction project cost control is summarized based on the research background of the construction project cost control of China Jiaojian Southern Engineering Company (hereinafter referred to as Southern Company). The object, basis and management principle of construction project cost control are expounded in detail, which provide the theoretical basis for the following discussion on project cost control of Southern Company. Secondly, my own experience in the construction project management of Southern Engineering Company. In addition to the investigation of the finance, engineering management, human resources and other departments of the company, the paper summarizes the current situation of construction project cost control in Southern Company, and points out the existing problems and reasons in the construction cost control of the company. Aiming at the problems in cost control of Southern Company, this paper applies the main theories of project management and the main methods of project cost control, from the management mechanism and organization mechanism of cost control. In terms of cost control procedure and content, the cost control scheme of construction project of Southern Company has been optimized relatively comprehensively. Finally, combined with the current construction project of Southern Company-Guizhou Sansui to Liping Expressway Project, The application of mature earned value method to strict cost control effectively reduces the cost of construction projects and effectively accomplishes the cost control target issued by the company. It provides an important reference basis for the company to strengthen cost control in the future.
