基于环境成本的火电企业环保效益综合评价体系研究

【摘要】:火电企业是我国污染物排放大户,通过对火电企业环保效益的研究有利于企业意识到环境污染与经济发展之间的问题,,积极治理环境污染。本文以环境经济学、环境成本理论、生态学、环境保护理论等为依据,对火电企业的环保政策和主要污染物种类、污染现状、控污技术进行基础性调研后,对火电企业排污现状及危害、环保设备的投资及运行状况进行了具体分析。以外部性理论、环境成本内部化和污染者付费原则为指导原则,对环境成本计算方法进行对比,选择了更有效的火电企业环境成本估算模型,采用实例,详细计算了该电厂的环境成本,并对计算结果分析总结。 本论文充分考虑到我国火电企业环保效益综合评价的复杂性以及人类思维的模糊性,通过懫用多目标模糊优选法使收集到的原始数据经加工处理后更具有可靠性。在对火电企业环保效益深入了解的基础上建立了一套合理的综合评价指标体系,该体系分为目标层、准则层,指标层三个层次和18个具有代表性的指标,这18个指标是以环境成本中相关内容为基础选取的,主要包括四个方面的能力:经济效益能力;环保投资及运行能力:环境污染及资源耗费能力;废物循环利用能力。 选取四家代表性的火电企业作为评价对象,采用熵权法来确定各指标的权重,计算出18个指标的权重值,然后利用多目标模糊优选模型,计算出各评价对象属于正、负理想隶属度特征向量的隶属度,根据正隶属度越大越优的原则对四家火电企业的环保效益综合评价能力进行排序。实证分析结果表明所建评价体系的可靠性和实用性,是评价火电企业环保效益的有效方法,可以为相关部门的评价工作提供准则和依据,具有很强的实际意义。
[Abstract]:Thermal power enterprises are the major polluters in China. The study on the environmental benefits of thermal power enterprises is helpful for enterprises to realize the problems between environmental pollution and economic development and actively control environmental pollution.Based on environmental economics, environmental cost theory, ecology, environmental protection theory and so on, this paper makes a basic investigation on the environmental protection policies and main pollutant types, pollution status quo and pollution control technology of thermal power enterprises.The present situation and harm of emission, investment and operation of environmental protection equipment in thermal power enterprises are analyzed in detail.Based on the externality theory, the internalization of environmental cost and the polluter pays principle, this paper compares the calculation methods of environmental cost, and selects a more effective environmental cost estimation model for thermal power enterprises.The environmental cost of the power plant is calculated in detail, and the results are analyzed and summarized.In this paper, the complexity of comprehensive evaluation of environmental protection benefits of thermal power enterprises in China and the fuzziness of human thinking are fully taken into account, and the original data collected through processing and processing are made more reliable by using multi-objective fuzzy optimization method.On the basis of deep understanding of the environmental protection benefit of thermal power enterprises, a set of reasonable comprehensive evaluation index system is established. The system is divided into target layer, criterion layer, index layer three levels and 18 representative indexes.These 18 indexes are selected on the basis of the related contents of environmental cost and mainly include four aspects of ability: the ability of economic benefit, the ability of environmental protection investment and operation, the ability of environmental pollution and resource consumption, and the ability of recycling waste.Four representative thermal power enterprises are selected as the evaluation object, the weight of each index is determined by entropy weight method, and the weight values of 18 indexes are calculated, and then the multi-objective fuzzy optimal selection model is used to calculate that each evaluation object is positive.According to the principle that the bigger the positive membership degree is, the more optimal the negative ideal membership degree characteristic vector is, the ranking is made on the comprehensive evaluation ability of environmental protection benefit of four thermal power enterprises.The results of empirical analysis show that the reliability and practicability of the evaluation system is an effective method for evaluating the environmental protection benefits of thermal power enterprises. It can provide the criterion and basis for the evaluation work of relevant departments and has a strong practical significance.
