【摘要】：正长期以来,我国高校产业兼有"事业机构与盈利组织"的双重属性,在经营、财务体制等方面或多或少地存在着管理模式落后、制度缺陷等问题,制约了高校产业的发展。截至2012年年末,有关高校产业财务管理体制的规定一直沿用财政部、原国家教委发布的《高等学校财务制度》(财文字[1997]280号,简称旧制度)。2012年12月19日,财政部、教育部印发了新的《高等学校财务制度》(财教[2012]488号,
