高校财政专项资金管理现状与对策

【摘要】：正高校专项资金是指由本级财政安排、上级政府和有关部门拨入、以及经批准具有指定用途、专款专用的资金,高校大多数专项资金都是财政拨付的。高校专项资金的拨入对于改善办学条件,提高整体办学实力,科学研究实现新突破,促进学校更好更快发展起着不可忽视的作用,同时由于财政专项要坚持专款专用、量入为出等的原则导致高校在使用财政专项资金的过程也普遍存在着一些
[Abstract]:The special fund of colleges and universities refers to the financial arrangement at the corresponding level, the higher level government and the relevant departments to allocate the funds, as well as the funds with specific purposes and special funds after approval, most of the special funds of colleges and universities are allocated by the finance. The allocation of special funds to colleges and universities plays an important role in improving the conditions for running schools, improving the overall strength of running schools, realizing new breakthroughs in scientific research, and promoting the better and faster development of schools. As a result of the principle of keeping expenditure within the limits of expenditure, there are also some common problems in the process of using special financial funds in colleges and universities.
