蟠龙采油厂生产基地搬迁项目预算控制研究

【摘要】：石油企业作为我国经济的支柱产业，不仅对国民经济的发展至关重要，同时还影响着国家的国防事业。但是在市场经济的大背景下，，我国石油企业面临的来自国际石油企业的竞争压力越来越大。在这种局面下，降低成本对我国石油企业的生存以及自身发展至关重要。本文针对延长石油集团下属子公司——蟠龙采油厂的生产基地搬迁项目的成本控制进行了分析研究：首先对项目成本管理、项目成本控制、以及项目成本控制的方法等理论进行了梳理；然后介绍了蟠龙采油厂的项目预算控制现状以及本项目预算控制的情况，并总结出该项目预算控制方面存在的问题，运用成本累计曲线法和挣值分析法对为实现预算控制而进行的成本控制进行了具体分析，得出相关结论，提出有效的改进建议。
[Abstract]:As the pillar industry of our country's economy, petroleum enterprises are not only very important to the development of national economy, but also affect the national defense. However, under the background of market economy, Chinese petroleum enterprises are facing more and more competitive pressure from international oil enterprises. In this situation, it is very important to reduce the cost for the survival and development of our country's petroleum enterprises. This paper analyzes and studies the cost control of the production base relocation project of Panlong Oil production Plant, a subsidiary of Yanchang Petroleum Group: firstly, the project cost management, the project cost control, Then it introduces the present situation of the project budget control in Panlong Oil production Plant and the situation of the project budget control, and summarizes the problems existing in the project budget control. The cost control for budget control is analyzed by means of cost cumulative curve method and earned value analysis method. Relevant conclusions are drawn and effective suggestions for improvement are put forward.
