甘肃省农村信用社财务管理信息系统建设研究

【摘要】：随着科技信息的快速发展,经济活动的大量增加使得银行资金业务飞速发展,中小城商行在财务管理上用传统的方式已经不能满足各方需求,对传统的管理模式也打来很大的冲突。具体到甘肃省农村信用社,全省信用社没有统一的服务单位,底子薄弱,科技电子化建设比较落后。因此,建立全省农村信用社统一的财务管理信息系统,利用现代化信息手段,对财务数据进行加工、分析等处理,实现信息的高度共享,为支持决策、经营管理提供充足的依据,同时满足各基层联社之间的资金要求,实现结算服务中心的债券业务需求。本文从甘肃省农村信用社目前的财务管理应用现状及其资金业务系统所面临的困惑出发,通过对目前银行业务所使用的先进的财务管理信息系统的研究,并兼顾农村信用社资金业务的特点,利用创新的银行管理理念和先进的信息技术手段,讨论如何建立全联社统一的财务管理信息平台,实施事前审批控制,满足省联社对相关业务明细信息查询、监控、统计分析需求；满足各基层联社之间的资金存放和拆放,实现成员行社资金拆入、资金拆出、存放同业、同业存放业务的集中管理；实现结算中心对债券投资业务按新准则的核算及披露要求,满足投资业务管理与投资效益分析的需求；实现票据(票据贴现、票据转贴现)业务的新会计准则核算要求。通过建立财务管理信息系统,打造财务管理运营平台,再造管理流程,使甘肃省农村信用社财务管理水平上一个台阶。这对甘肃省农村信用社的建设和进一步的发展壮大都是具有深远意义的。
[Abstract]:With the rapid development of science and technology information and the increase of economic activities, the bank capital business is developing rapidly. The traditional way of financial management of small and medium-sized city commercial banks can no longer meet the needs of all parties. There is also a great conflict with the traditional management model. To Gansu Province Rural Credit Cooperatives, the province's credit cooperatives have no unified service units, weak foundation, scientific and technological electronic construction is relatively backward. Therefore, to establish a unified financial management information system of rural credit cooperatives in the province, to process and analyze financial data by means of modern information, and to achieve a high degree of information sharing, in order to support decision-making. Operation and management provide sufficient basis and meet the capital requirements among the grassroots associations to meet the bond business needs of the clearing service center. Based on the current situation of the application of financial management in rural credit cooperatives in Gansu Province and the perplexity faced by the fund business system, this paper studies the advanced financial management information system used by banks at present. Taking into account the characteristics of the capital business of rural credit cooperatives, and using innovative bank management concepts and advanced information technology means, the paper discusses how to establish a unified financial management information platform and implement prior examination and approval control. To meet the needs of the provincial federation for detailed information inquiry, monitoring and statistical analysis of related business; to meet the needs of fund storage and release among the grassroots associations; to realize the funds of member banks and societies to be opened, taken out and stored in the same trade, Centralized management of interbank deposit business; realization of the accounting and disclosure requirements of the clearing center for bond investment business in accordance with the new standards, to meet the needs of investment business management and investment benefit analysis; and realization of bill (bill discount), New Accounting Standards for Business Accounting requirements. Through establishing the financial management information system, creating the operating platform of financial management and reengineering the management process, the level of financial management of rural credit cooperatives in Gansu Province can be raised to a higher level. This is of great significance to the construction and further development of rural credit cooperatives in Gansu Province.
