高校财务管理内控效能研究

【摘要】：《国家中长期教育改革和发展规划纲要(2010—2020年)》要求高校提高教育质量、提高人才培养质量、提高科学研究水平、增强服务能力和优化办学结构。高校在实际发展过程中,由于种种原因出现内控管理效能低的现象,表现在高校财务内部控制运行管理上问题尤为突出,内控效能是高校利用内部管理体制与外部环境因素相结合,提高整体管理运行能力和所要达到的良好管理效果。文章从制约高校内控发展的内部人的因素和外部环境的因素分析,提出解决和提高财务内控管理效能的对策。
[Abstract]:The outline of the National medium and long term Education Reform and Development Plan (2010-2020) requires colleges and universities to improve the quality of education, improve the quality of personnel training, improve the level of scientific research, strengthen the ability of service and optimize the structure of running a school. In the process of actual development, the phenomenon of low efficiency of internal control management appears for various reasons, which is especially prominent in the operation and management of financial internal control in colleges and universities. The efficiency of internal control is the combination of internal management system and external environmental factors to improve the overall management ability and good management effect. Based on the analysis of the factors that restrict the development of internal control in colleges and universities and the factors of external environment, this paper puts forward some countermeasures to solve and improve the efficiency of financial internal control management.
