浅析高校加强专项资金管理的措施

【摘要】：正目前,许多高校在经费普遍偏紧的情况下,用于基本支出的比例一般较大,而发展经费占比则较小,这严重影响了高校自身的发展速度和办学水平的提高。笔者认为,要加强专项资金管理、提升资金的使用效益,就必须建立专项申报、论证、评审、实施、评价一整套完整的管理体系。(一)专项申请应有所侧重首先,要防止专项预算平均分配。对高校内部二级预算单位的专项预算应采用零基预算法,不保底,不封顶,
[Abstract]:At present, many colleges and universities are generally tight in funding, the proportion of basic expenditure is generally larger, while the proportion of development funds is small, which seriously affects the speed of development of universities and the improvement of the level of running a school. The author believes that in order to strengthen the management of special funds and enhance the efficiency of the use of funds, it is necessary to establish a complete set of management system for special application, demonstration, evaluation, implementation and evaluation. 1.
