【摘要】：目前，全球经济已进入“服务经济时代”，现代服务业已经成为国民经济中的主要推动力量，也是一个国家或地区经济发展水平高低的重要标志。旅游业是现代服务业的重要组成部分，具有依附性、渗透性、扩散性的特点，它的发展将有力地带动现代服务业的快速发展。正因为如此，旅游业对现代服务业的贡献度和拉动作用越来越受到广泛的关注和研究。山东半岛蓝色经济区是我国批准建立的首个国家级海洋经济区，拥有3000多公里的海岸线，海域面积广大，海洋旅游资源丰富，旅游业在调结构、带转型、带投资、带文化、促内需、促就业、促增长等方面发挥着其他产业所不可替代的作用，己经成为经济发展新的增长点。因此，探索如何发挥旅游业的带动作用，促进现代服务业快速发展，提升区域经济综合竞争力，是迫切需要研究的重要课题。本论文在对山东半岛蓝色经济区旅游业和现代服务业发展现状进行分析的基础上，对蓝色经济区以旅游业带动现代服务业发展的优势条件和面临的问题进行研究，并提出相应的对策建议，为山东半岛蓝色经济区建设和有关部门制定旅游发展政策提供决策依据，也为转变经济发展方式，调整产业结构，促进区域经济发展提供一个新的发展思路和方向。第一部分是山东半岛蓝色经济区以旅游业带动现代服务业发展的理论研究。从旅游业和现代服务业的内涵和特征切入，阐述了旅游业与现代服务业之间的关系，并对国内外以旅游业带动现代服务业发展的趋势和相关理论进行全面分析。第二部分主要阐述山东半岛蓝色经济区以旅游业带动现代服务业的发展基础和优势。在分析区位、生态环境、经济和社会、旅游业和现代服务业发展状况的基础上，阐述以旅游业带动现代服务业发展的区位、旅游资源、海洋科技、旅游产业、政策和自然生态环境优势。第三部分主要分析山东半岛蓝色经济区以旅游业带动现代服务业发展问题和制约因素。提出山东半岛蓝色经济区以旅游业带动现代服务业发展尚未树立服务经济和大旅游的发展观念；旅游资源开发与保护关系不协调，资源优势未得到有效发挥；海洋文化内涵挖掘不足，旅游产品和旅游服务的质量不高；现代科技支撑旅游业发展的作用不明显，旅游产品科技含量较低；旅游产业结构不合理的矛盾依然突出；现代服务业发展水平不高，旅游业融合带动作用未得到充分发挥的问题，并从旅游业管理制度、人才队伍建设、区域旅游交通设施、环境承载力四个方面分析了旅游业带动现代服务业发展的制约因素。第四部分提出要发挥区域旅游业优势，转变服务业和旅游业的发展观念，进一步提高对发展旅游业的认识；突出旅游资源特色，围绕国民休闲度假市场，建设海洋休闲度假连绵带；健全现代旅游产业体系，延长旅游产业链，形成对现代服务业发展的带动力；转变旅游发展方式，增强旅游业的融合带动能力；加强海洋文化旅游精品建设，促进旅游业与文化产业融合发展；建设旅游特色经济园区，发挥旅游产业集群的带动作用；积极推进区域旅游一体化进程，进一步完善旅游服务体系；加快旅游政策体系建设，提高旅游业管理水平；重视海洋旅游资源和海洋生态环境保护等发展对策和建议。本论文将结合山东半岛蓝色经济区发展实际，抓住旅游业依附性、渗透性和扩散性的特征，围绕旅游业的现代服务业特征，把旅游业与现代服务业有机结合起来，深入系统分析了山东半岛蓝色经济区以旅游业带动现代服务业发展的优势条件、存在问题和制约因素，研究、提出了推进山东半岛蓝色经济区以旅游业带动现代服务业发展的对策和建议，体现了创新性，可为山东半岛蓝色经济区经济结构调整和转变服务业发展方式提供参考，为统筹推进“十二五”山东半岛蓝色经济区现代服务业的全面发展提供决策依据，，对促进区域经济发展具有一定的理论参考价值和现实指导意义。
[Abstract]:At present, the global economy has entered the era of service economy, modern service industry has become a major driving force in the national economy, but also an important symbol of a country or region economy development level. Tourism is an important part of modern service industry, with dependence, permeability, diffusion characteristics, rapid development the development of modern service industry will move effectively. Because of this, the contribution of the role of tourism to modern service industry more and more attention and research. The Shandong Peninsula blue economic zone is the establishment of the first national marine economic zone approved in China, with more than 3000 km of coastline, the sea the sea area is vast, rich in tourism resources, the tourism industry in structural adjustment, transformation, with investment, with culture, promoting domestic demand, promoting employment, other industries play an irreplaceable role in promoting growth, has been To become a new growth point of economic development. Therefore, to explore how to play a leading role in the tourism industry, promote the rapid development of modern service industry, enhance the comprehensive competitiveness of the regional economy, is the urgent need to study. This paper analyzed the development status of Shandong Peninsula Blue Economic Zone Tourism and modern service industry. To study the advantages of the blue economic zone of tourism to the development of modern service industry and problems, and put forward the corresponding countermeasures and suggestions, for the construction of Shandong Peninsula Blue Economic Zone and the relevant departments to provide the basis for decision-making of tourism development policy, but also for the transformation of economic development mode, adjust the industrial structure, to provide a new the development of ideas and direction to promote the development of regional economy.
The first part is the theoretical study of Shandong Peninsula Blue Economic Zone of tourism to the development of modern service industry. Starting from the connotation of tourism industry and modern service industry and characteristics, expounds the relationship between tourism and modern service industry, and the domestic and foreign tourism to modern service industry development trend and the related theory comprehensively analysis.
The second part mainly elaborates the development foundation and the superiority of Shandong Peninsula Blue Economic Zone of tourism to modern service industry. In the analysis of location, ecological environment, economy and society, the development of tourism industry and modern service industry, this led to the development of modern service industry tourism location, tourism resources, Marine Science and technology, tourism the advantage of industry, policy and natural ecological environment.
The third part mainly analyzes the Shandong Peninsula Blue Economic Zone of tourism to the development of modern service industry problems and restricting factors. Put forward the blue economic zone of Shandong Peninsula Tourism to the development of modern service industry has not yet set up the concept of development of service economy and tourism; coordinated development and protection of tourism resources, resources have not been effectively; marine cultural connotation is insufficient, the quality of tourism products and services is not high; modern science and technology of the development of the tourism industry is not obvious, low technology content of tourism products; tourism industrial structure unreasonable contradictions are still prominent; modern service industry development level is not high, tourism driven fusion did not fully play a role of the problem and from the tourism management system, talent team construction, regional tourism transportation facilities, four aspects of environmental carrying capacity of tourism to the present The restrictive factors for the development of the service industry.
