【摘要】：旅游产业发展潜力,是指在经济发展的同时,旅游业随之而体现出的一种具有一定潜力、在一定要素下可以激发出的一种推进旅游产业向前发展的能力。这一能力,可以较为完整地推断出此区域旅游产业发展的未来前景及其发展的持久力。近年来,虽然我国旅游产业发展迅速,并由此带动了其他产业的发展,然而,哈尔滨下属的九县(县级市)经济发展较为缓慢,旅游产业发展受到各方面的桎梏。因此,对哈尔滨九县(县级市)旅游产业进行发展潜力评价,有利于其了解自身的不足和发展方向。通过定性与定量测评,并加以比较来确定其潜力等级与开发方向,对于促进县域旅游合理规划与开发具有极大的指导意义。各县市可以参悟本地旅游发展的实际状况,充分挖掘自身的发展潜力,从而促进旅游产业健康持续发展。本文通过介绍旅游产业发展潜力的内涵,由此出发,进一步分析影响哈尔滨九县(县级市)旅游产业发展潜力的因素以及未来的发展能力,并推测其发展的方向。在对于相关理论研究并阐述的基础上,依据科学性、实用性、前瞻性的原则,从三大方面构建具有22个影响因子的哈尔滨九县(县级市)旅游产业发展潜力评价指标体系。通过查找2002年至2012年哈尔滨九县(县级市)相关的统计数据,运用层次分析法与加权求合法对哈尔滨九县(县级市)旅游产业发展潜力进行评价,并以此为定量数据,从其旅游产业发展的现状及自然资源与人文环境等方面进行定性分析,计算出九县(县级市)旅游产业发展潜力的综合排名,并得出三大集团的分布格局。通过分析得知,虽然目前九县(县级市)旅游产业发展较为缓慢,但是潜力较大,可以通过充分利用自然资源条件、拓展人文环境、各级政府带动支持、加强监管力度等方面来挖掘哈尔滨九县(县级市)的旅游发展潜力。
[Abstract]:Tourism industry development potential, refers to the development of the economy, tourism followed by the embodiment of a certain potential. The ability to promote the development of tourism industry can be stimulated under certain factors. This ability can completely infer the future prospects of the development of tourism industry in this region and its development persistence in recent years. Although the tourism industry of our country is developing rapidly, which has led to the development of other industries, however, the economic development of nine counties (county-level cities) subordinate to Harbin is relatively slow, and the development of tourism industry is restricted by various aspects.
