天津市在港口城市旅游业发展中的竞争力研究

【摘要】：本文首先在研究相关文献的基础上，科学界定了港口城市旅游业竞争力的概念，同时尝试构建港口城市旅游业竞争力评价指标体系。然后分析了近年来天津市旅游业的发展现状，根据已构建的指标体系通过因子分析法分别从港口发展规模、要素资源禀赋、旅游市场情况、旅游企业规模、旅游人力资源、交通运输保障、城市经济水平以及城市市容环境八个方面将天津市与上海、广州等港口城市进行对比，做出分项和综合评价。最后依据评价结果找出天津市旅游业存在的主要问题，剖析深层原因，提出有针对性的对策建议。本文得到的主要结论如下：第一，根据构建的指标评价体系计算出天津市旅游业竞争力排名居于第三位，虽然名次靠前，但与上海、广州等一线城市相比仍存在较大差距。从各大类的得分情况来看，天津市在要素资源禀赋、交通运输保障以及城市经济水平方面得分为正数，，即高于八个港口城市的平均水平；在港口发展规模、旅游市场情况、旅游企业规模、旅游人力资源以及城市市容环境方面得分为负数，即低于八个港口城市的平均水平。第二，在分析评价结果的基础上，笔者认为天津市旅游业存在的主要问题是港口吞吐规模较小、入境旅游市场发展滞后、星级饭店规模偏小、旅游企业人力资源短缺、交通运输体系不完善、本地居民旅游消费偏低、市容环境状况不佳；阻碍天津市旅游业进一步发展的深层原因包括国际、国内以及自身原因。第三，针对天津市旅游业存在的主要问题，笔者提出相关对策建议应包括健全完善法律体系、构建制度保障，充分发挥政府职能、创新管理机制，开展港城特色旅游、实现港城互动，开发国内外客源市场、促进旅游消费，提升企业竞争力、培养高素质的旅游人力资源，完善旅游产业配套设施、提升优质服务，加强周边区域合作、促进产业融合，创新旅游产业网络系统、推行网络营销和管理。
[Abstract]:Firstly, based on the relevant literature, this paper defines the concept of port city tourism competitiveness scientifically. At the same time, it tries to build the evaluation index system of port city tourism competitiveness. Then it analyzes the current situation of Tianjin tourism development in recent years, according to the established index system through factor analysis to develop the scale of port. Factor resource endowment, tourism market situation, tourism enterprise scale, tourism human resources, transportation security, urban economic level and city appearance environment will be Tianjin and Shanghai. Guangzhou and other port cities are compared to make itemized and comprehensive evaluation. Finally, according to the evaluation results to find out the main problems of Tianjin tourism, analyze the deep reasons, and put forward targeted countermeasures and suggestions. The main conclusions are as follows: First, according to the established index evaluation system, the competitiveness of Tianjin tourism ranked in the third place, although the top, but with Shanghai. Compared with Guangzhou and other first-tier cities, there is still a big gap. From the scores of various categories, Tianjin has a positive score in terms of factor resource endowment, transportation security and the level of urban economy. That is, it is higher than the average level of eight port cities; The scores of port development scale, tourism market situation, tourism enterprise scale, tourism human resources and city appearance environment are negative, that is, lower than the average level of eight port cities. Second, based on the analysis of the evaluation results, the author thinks that the main problems of Tianjin tourism are the small scale of port throughput, the lag of inbound tourism market, and the small scale of star-rated hotels. The tourism enterprises are short of human resources, the transportation system is not perfect, the local residents' tourism consumption is low, the city appearance environment is not good; The deep reasons that hinder the further development of Tianjin tourism include international, domestic and self-reasons. Third, in view of the main problems of Tianjin tourism, the author put forward the relevant countermeasures and suggestions should include perfecting the legal system, constructing the system guarantee, giving full play to the government function and innovating the management mechanism. Develop port city characteristic tourism, realize port city interaction, develop domestic and foreign tourist source market, promote tourism consumption, promote enterprise competitiveness, cultivate high quality tourism human resources, perfect the supporting facilities of tourism industry. Improve quality service, strengthen regional cooperation, promote industrial convergence, innovate tourism industry network system, and promote network marketing and management.
