产业融合视角下浙江海洋旅游管理体制研究

【摘要】：21世纪是海洋的世纪，海洋旅游作为前景最为广阔的海洋经济的重要组成部分，同样具有巨大的发展潜力与空间，，是当今世界三大主流旅游形式之一。在我国，海洋经济是国家战略重要组成部分，目前“浙江海洋经济示范区”、“浙江舟山群岛新区”都已写入国家海洋发展战略规划之中，且随着近年来浙江海洋经济强省建设、旅游经济强省建设和“海上浙江”建设的推进，更为浙江海洋旅游业的快速发展提供了良好的政策环境。然而，随着近年来海洋旅游的快速发展，特别是在产业融合的背景下，旅游产业融合加快，旅游新业态的不断出现，使得海洋旅游管理体制的不健全、“大旅游、小管理”等矛盾日益凸显，如何进一步改善旅游管理部门职能、创新管理体制、协调各旅游企业高效有序的运转是亟需解决的一个重要问题。本文正是从产业融合这一视角出发，分析现阶段海洋旅游管理体制的现状、问题，并在旅游公共管理理论的指导下，试创设一套新型管理体制和机制，以保障海洋旅游的健康、可持续发展。本文在结构共有六部分：第一部分为绪论，在研究背景分析的基础上，综述了国内外旅游管理体制的研究，并通过对国内外研究内容的比较，梳理出在研究内容上存在的缺陷，指出从产业融合这一生产力视角研究旅游管理体制改革与创新的必要性和重要性。第二部分为基础理论概念与研究设计，在阐述利益相关者、旅游协同论、旅游公共管理等理论的基础上，提出本文的研究方法、研究内容与研究思路框架。第三部分为浙江海洋旅游发展概况与管理体制现状，主要分析现阶段海洋旅游发展概况和管理体制现状、存在问题以及问题的原因解析。第四部分为基于产业融合的浙江海洋旅游管理体制改革思路，从旅游公共管理的基本原则、管理理念、管理要素出发，阐述产业融合背景下浙江海洋旅游管理体制的改革方向。第五部分为浙江海洋旅游管理体制基本构架及运行机制，从政府、行业、企业以及资源环境四个方面进行海洋旅游公共管理体制架构与运行。第六部分为结论与讨论，在对文章进行总结的基础上，提出了文章的创新、不足之处以及展望方向。
[Abstract]:21th century is the century of the ocean. As an important part of the most promising marine economy, marine tourism also has great development potential and space. It is one of the three major forms of tourism in the world today. Marine economy is an important part of national strategy. At present, "Zhejiang Marine Economic demonstration Zone" and "Zhejiang Zhoushan Islands New area" have been written into the national marine development strategic planning, and with the construction of Zhejiang Province with strong marine economy in recent years, The construction of strong tourism economy and the construction of "Zhejiang at sea" have provided a good policy environment for the rapid development of marine tourism in Zhejiang Province. However, with the rapid development of marine tourism in recent years, especially in the context of industrial convergence, tourism industry convergence is accelerated, tourism new forms of continuous emergence, make marine tourism management system is not perfect, "Big Tourism," The contradictions such as "small management" are becoming increasingly prominent. How to further improve the functions of tourism management departments and innovate the management system, To coordinate the efficient and orderly operation of tourism enterprises is an important problem that needs to be solved. This paper analyzes the present situation and problems of marine tourism management system from the perspective of industrial convergence. Under the guidance of tourism public management theory, this paper tries to create a new management system and mechanism to ensure the health and sustainable development of marine tourism. There are six parts in this paper: the first part is the introduction. Based on the analysis of the research background, this paper summarizes the research of the tourism management system at home and abroad, and compares the research contents at home and abroad. It points out the necessity and importance of studying the reform and innovation of tourism management system from the perspective of industry convergence, and points out the necessity and importance of studying the reform and innovation of tourism management system from the perspective of industrial convergence. The second part is the basic theoretical concept and research design, which expounds the stakeholders. Based on the theories of tourism synergy and tourism public management, this paper puts forward the research methods, research contents and research framework. The third part is the general situation of the development of Zhejiang marine tourism and the present situation of the management system. This paper mainly analyzes the current situation of marine tourism development and management system, the existing problems and the reasons for the problems. 4th part is the reform of Zhejiang marine tourism management system based on the integration of industry, from the basic principles of tourism public management. This paper expounds the reform direction of Zhejiang marine tourism management system under the background of industrial convergence. 5th part is the basic framework and operation mechanism of Zhejiang marine tourism management system, from the government, industry, Part 6th is the conclusion and discussion, on the basis of summarizing the article, it puts forward the innovation, deficiency and prospect direction of the article.
