三明市美丽乡村建设研究

【摘要】：美丽乡村是依托农村空间形态、遵循社会发展规律、坚持城乡一体发展、农民群众广泛参与、社会各界关爱帮扶,注重自然层面和社会层面、形象美与内在美有机结合,不断加强农村经济、政治、文化、社会和生态建设,不断满足人们内心感受又不断实现其预期目标的一个循序渐进的自然历史过程。建设美丽乡村是在发展理念和发展实践上的重大创新,是“美丽中国”和生态文明在中国农村的重要实践形式,是实现“百姓富”与“生态美”的有机统一,具有重要意义。本文在对美丽乡村建设的背景、意义、国内外研究(发展)现状、相关概念等基础理论进行研究的基础上,对三明市美丽乡村建设现状进行深入的SWOT分析,指出了其具备自然资源丰富、生态环境优越、人文历史深厚、农村经济发展、农村环境改善等方面的优势和政策普及、产业发展、综合整治、农民期盼、扶贫开发等方面带来的新机遇,也存在着基础设施薄弱、瓶颈问题突出、点面结合不力、资源整合不强、主体作用不高等方面的劣势和规划建设滞后、建设资金短缺、发展后劲不足、观念更新困难、长效机制建设等方面带来的挑战,总结了泰宁县水际村、将乐县常口村、尤溪县桂峰村等一批典型示范村的成功做法和经验启示,从实施规划建设、村庄整治、生态建设、产业发展、公共服务、社会管理、文化发展等七大提升工程和切实加强组织保障方面,提出了进一步加强美丽乡村建设的对策建议,为三明市美丽乡村建设提供决策参考。
[Abstract]:Beautiful countryside is relying on the form of rural space, following the law of social development, adhering to the development of urban and rural areas, the broad participation of farmers, the care and support of all sectors of society, paying attention to the natural and social levels, the organic combination of image beauty and internal beauty. Continue to strengthen rural economic, political, cultural, social and ecological construction, A natural and historical process that constantly satisfies people's inner feelings and achieves their desired goals. Building beautiful villages is a major innovation in the concept and practice of development. It is an important practice form of "beautiful China" and ecological civilization in the rural areas of China. It is of great significance to realize the organic unification of "common people rich" and "ecological beauty". On the basis of the research (development) status and related concepts at home and abroad, this paper makes a deep SWOT analysis on the present situation of the construction of beautiful villages in Sanming City, and points out that it has abundant natural resources and superior ecological environment. There are also weak infrastructure in the areas of profound humanistic history, rural economic development, rural environmental improvement, and the popularization of policies, industrial development, comprehensive renovation, farmers' expectations, poverty alleviation and development, etc. The bottleneck problems are prominent, the combination of points and aspects is weak, the integration of resources is not strong, the main role is not high and so on, and the planning and construction lags behind, the construction funds are short, the development stamina is insufficient, the concept renewal is difficult, and the long-term mechanism construction is difficult, etc. The successful practices and experiences of some typical demonstration villages, such as Shuiji Village of Taining County, Changkou Village of Jianle County and Guifeng Village of Youxi County, are summarized. The successful practices and experiences of such typical demonstration villages include planning and construction, village renovation, ecological construction, industrial development, public service, social management, etc. In the aspects of seven promotion projects such as cultural development and the practical strengthening of organization guarantee, the countermeasures and suggestions for further strengthening the construction of beautiful villages are put forward, which can provide a reference for the decision-making of the construction of beautiful villages in Sanming City.
