【摘要】：文章以宜昌市旅游产业发展为研究对象，以旅游产业理论、旅游目的地理论、区域旅游合作理论、旅游业可持续发展理论等为指导，系统分析宜昌市旅游产业的基础和优势、旅游产业发展存在的问题及原因，提出加快宜昌市旅游产业发展的对策建议。针对旅游产业综合效益不高、大旅游产业体系不完备、核心景区管理体制不顺、三峡区域合作不紧密、旅游企业竞争力不强等诸多亟待解决的问题，建议着眼于旅游产业从观光型向复合型转变、从数量扩张型向质效提升型转变、从过境地向目的地转变的现实需要，将三峡国际旅游目的地城市作为宜昌旅游产业发展的目标取向，在旅游资源开发中坚持政府主导、市场运作、统一规划、整合资源、突出特色、打造精品、资源共享、开放合作、保护优先、绿色发展的原则和方向，，在政府的规划协调下创新管理体制和运行机制，发挥市场配置资源的基础性作用，按照国际旅游目的地建设和服务标准，在旅游产品转型升级、城市旅游服务功能完善、旅游企业培育、文化旅游融合发展、旅游城市营销、三峡区域旅游合作等六个方面采取全方位、综合性推进措施，重点解决三峡旅游资源整合及精品打造、大旅游产业发展环境改善、旅游龙头企业培育、三峡区域旅游合作机制构建等问题，推动旅游要素转型升级，延伸旅游产业链条，延长游客停留时间，全面提升旅游管理和服务水平，提升旅游经济综合效益和竞争力，将旅游这一综合性产业培育成为宜昌市的战略性支柱产业。
[Abstract]:Under the guidance of the theory of tourism industry, the theory of tourism destination, the theory of regional tourism cooperation and the theory of sustainable development of tourism, this paper systematically analyzes the basis and advantages of tourism industry in Yichang. The problems and causes of the development of tourism industry, and the countermeasures and suggestions for accelerating the development of tourism industry in Yichang City are put forward. Many problems need to be solved, such as the low comprehensive benefits of the tourism industry, the incomplete system of the large tourism industry, the bad management system of the core scenic spots, the lack of close regional cooperation in the three Gorges region, and the weak competitiveness of the tourism enterprises. It is suggested to focus on the practical needs of changing the tourism industry from sightseeing to compound, from quantitative expansion to qualitative efficiency enhancement and from transit to destination. The international tourism destination city of three Gorges is regarded as the goal orientation of the tourism industry development in Yichang. In the development of tourism resources, it insists on government leading, market operation, unified planning, integration of resources, outstanding features, creation of fine products and sharing of resources. The principles and directions of opening up and cooperation, protecting priority and green development, innovating the management system and operational mechanism under the coordination of government planning, giving play to the fundamental role of market allocation of resources, and according to the international tourism destination construction and service standards, Comprehensive and comprehensive measures have been taken in six aspects, such as the transformation and upgrading of tourism products, the perfect function of urban tourism services, the cultivation of tourism enterprises, the integration and development of cultural tourism, the marketing of tourism cities, and the tourism cooperation in the three Gorges region. We will focus on solving the problems of the integration of tourism resources and the creation of fine products in the three Gorges, the improvement of the development environment of the big tourism industry, the cultivation of leading tourism enterprises, and the construction of a mechanism for regional tourism cooperation in the three Gorges region, so as to promote the transformation and upgrading of tourism elements and extend the The tourism industry can be cultivated as a strategic pillar industry in Yichang City by prolonging the stay time of tourists, improving the level of tourism management and service, and enhancing the comprehensive efficiency and competitiveness of tourism economy.
