海南国际旅游岛环境成本及环境规制问题的国内外比较研究

【摘要】：国务院通过了《关于推进海南国际旅游岛建设发展的若干意见》,将建设海南国际旅游岛上升为国家战略。明确了建设海南国际旅游岛,将其打造为有国际竞争力的旅游胜地的长远目标。近些年来,海南的经济发展给海南省的环境也带来了一定程度上的压力,实现环境保护与经济发展的协调发展十分重要。为了提高海南省环境规制的效率,笔者提出以下四点建议:第一,提高对环境规制的重视程度;第二,促进命令型环境规制政策向激励型环境规制政策转变;第三,在环境规制过程中要坚持以人为本原则;第四,拓宽环境规制信息的传播渠道。
[Abstract]:The State Council has adopted some opinions on promoting the construction and development of Hainan's international tourist island, which has turned the construction of Hainan's international tourist island into a national strategy. The long-term goal of building Hainan international tourist island and turning it into an international competitive tourist destination is defined. In recent years, Hainan's economic development has brought a certain degree of pressure to the environment of Hainan Province, so it is very important to realize the coordinated development of environmental protection and economic development. In order to improve the efficiency of environmental regulation in Hainan Province, the author puts forward the following four suggestions: first, to increase the importance of environmental regulation; second, to promote the transformation of command environmental regulation policy to incentive environmental regulation policy; third, In the process of environmental regulation, we should adhere to the principle of people-oriented; fourth, broaden the channels of dissemination of environmental regulation information.
