公共政策视角下的云南旅游业标准化管理研究

【摘要】：旅游业标准化工作是一个新兴的领域。标准化首先发端于工业,后来逐步应用于服务领域,旅游领域。随着我国旅游业的蓬勃发展,要实现成为世界旅游强国的目标,离不开旅游业标准化工作的技术支撑和保障。旅游业标准化工作能促进旅游业科学发展,是提高旅游服务质量、规范旅游市场秩序、增强旅游产业竞争力、加强行业监督管理和提高旅游公共服务水平的重要手段。党和国家高度重视旅游工作,对旅游业发展、旅游业标准化工作提出较高的要求。2009年国家旅游局下发了《全国旅游业标准化发展规划(2009—2015)》在全国推进旅游业标准化工作。云南省旅游业标准化工作也是这样的背景下,开始启动的。本文首先从市场失灵、社会失灵角度入手,分析政府规制、旅游规制的必要性,进而指出旅游业标准化工作作为政府规制中的质量规制,对于旅游业科学发展发挥着重要作用。又通过与国外先进旅游业标准化工作的比较和与全国相关省区旅游业标准化工作的进展程度的比较,指出云南省旅游业标准化发展的现状、存在的问题和原因分析。最后,指出旅游业管理中标准也是一种公共政策,再针对云南省旅游业标准化工作存在的问题,提出了相应的政策建议,即：一旅游产业政策需由省政府战略规划；二是分级制定云南省旅游业的管理标准化；三是多重性的优惠政策扶持云南省旅游业标准化建设；四是依法强力推行、监督、实施云南省旅游业标准化建设。
[Abstract]:The standardization of tourism is a new field. Standardization first originated in industry, then gradually applied in the field of service and tourism. With the vigorous development of tourism in China, the goal of becoming a world tourism power can not be achieved without the technical support and guarantee of tourism standardization. The standardization of tourism can promote the scientific development of tourism, which is an important means to improve the quality of tourism service, standardize the order of tourism market, strengthen the competitiveness of tourism industry, strengthen the supervision and management of the industry and improve the level of tourism public service. The Party and the state attach great importance to tourism work and put forward higher requirements for tourism development and tourism standardization. In 2009, the National Tourism Administration issued the National Tourism Standardization Development Plan 2009-2015 to promote the standardization of tourism throughout the country. Yunnan tourism standardization work is also in this context, began to start. This paper first analyzes the necessity of government regulation and tourism regulation from the perspectives of market failure and social failure, and then points out that standardization of tourism, as a quality regulation in government regulation, plays an important role in the scientific development of tourism. By comparing with the advanced tourism standardization work abroad and the progress degree of tourism standardization work in related provinces and regions of China, the paper points out the present situation, existing problems and causes of tourism standardization development in Yunnan Province. Finally, the paper points out that the standard of tourism management is also a kind of public policy, and then puts forward the corresponding policy suggestions in view of the problems existing in the standardization of tourism industry in Yunnan Province, that is, the tourism industry policy should be strategically planned by the provincial government; The second is to establish the management standardization of Yunnan tourism at different levels; the third is to support the tourism standardization construction of Yunnan Province by multiple preferential policies; and the fourth is to carry out, supervise and implement the tourism standardization construction in Yunnan Province according to law.
