【摘要】：对一国而言,旅游产业与其他产业相比具有突出的地位,无论是从学术或是从实践的观点看,其优势和作用都是显而易见的：比如具有很强的关联性,能尽快消除国际金融危机影响、推动世界经济快速增长；其独特的绿色环保性,能实现科学发展、推进生态文明的建设；具有对本民族文化继承的效用,能发展国家综合实力、进而在世界范围内更加深入地促成和谐文化的成长与文明的发展。在我国,旅游产业也是众多新兴产业中快速发展的一个。因此在这样的背景下,若要实现旅游产业长期健康的发展,保持并开拓其强劲蓬勃的增长势头,作为这一产业直接载体的若干旅游企业的发展就显得相当关键,而旅游安全风险就是一个不容回避的问题。在这一点上,我国学者曾做出过多专题、多视角的探究,但直至今日仍停留在对旅游业整体或旅游行业本身的宏观层面分析上,而较少地涉及微观层面的旅游企业安全风险管理研究,且获得的理论成果也很少,形成了这一领域的研究盲区。本文通过阐述安全风险管理概念及其在旅游企业中的重要意义,归纳了旅游企业安全风险管理的相关理论,并对这些问题的实证研究进行了回顾；借鉴亚洲(如日本、韩国)、欧美旅游企业安全风险管理的一些国际经验,并从中总结出有用的一般规律及启示；此外,对我国旅游企业安全风险管理的现状进行了分析,并结合实例分析了我国旅游企业安全风险管理中存在的问题与表现,探究成因；就旅游企业安全风险管理问题做出深入探究,思考如何提升国内旅游业对安全风险管理的意识和解决策略；然后结合国内旅游业目前存在的关于安全风险管理体系的问题,提出相关政策建议及保障措施。综上所述,本文通过分析现状、发现问题、总结经验、提出对策的逻辑程序,从微观的企业视角出发,探究如何进行旅游安全管理,针对国内旅游业管理能力提升和应对安全风险管理的策略提高提出一些有益的建议及指导。
[Abstract]:For a country, the tourism industry has a prominent position compared with other industries, whether from the academic or practical point of view, its advantages and functions are obvious: for example, has a strong correlation, It can eliminate the impact of the international financial crisis as soon as possible and promote the rapid growth of the world economy; its unique green and environmental protection can achieve scientific development and promote the construction of ecological civilization; it has the utility of inheriting the national culture and can develop the comprehensive strength of the country. Furthermore, it promotes the development of harmonious culture and civilization in the world. In China, tourism industry is also a rapid development of many emerging industries. Therefore, in order to realize the long-term and healthy development of the tourism industry and to maintain and develop its strong and vigorous growth momentum, the development of a number of tourism enterprises as the direct carrier of this industry appears to be quite critical. Tourism security risk is an unavoidable problem. In this regard, Chinese scholars have made too many topics and many perspectives of inquiry, but still remain in the tourism industry as a whole or the tourism industry itself on the macro level analysis, However, there are few researches on security risk management of tourism enterprises at the micro level, and few theoretical results have been obtained, which has formed the blind spot in this field. By expounding the concept of security risk management and its significance in tourism enterprises, this paper sums up the relevant theories of security risk management in tourism enterprises, and reviews the empirical research on these issues, and draws lessons from Asia (such as Japan). Some international experiences of safety risk management of tourism enterprises in South Korea, Europe and the United States, and some useful general rules and inspirations are summed up. In addition, the present situation of safety risk management in tourism enterprises in China is analyzed. It also analyzes the existing problems and manifestations in the security risk management of tourism enterprises in China, probes into the causes, and makes a deep research on the safety risk management of tourism enterprises. Considering how to enhance the awareness of safety risk management in domestic tourism industry and how to solve the problem, this paper puts forward some relevant policy suggestions and safeguard measures according to the existing problems of security risk management system in domestic tourism industry. To sum up, this paper analyzes the present situation, finds out the problems, summarizes the experience, puts forward the logical procedure of the countermeasures, and explores how to carry out the tourism safety management from the micro enterprise perspective. Some useful suggestions and guidance are put forward to improve the management ability of domestic tourism industry and the strategies to deal with the security risk management.
