老挝琅勃拉邦省旅游业发展政策研究

【摘要】：旅游业是21世纪发展前景最好、持续快速发展的世界第一大产业。旅游业在消除贫困、创造就业机会和促进出口方面等方面发挥着重要的作用，使更多的贫困人口早日摆脱贫困，对国民经济和社会发展的贡献不断增大。随着旅游业的蓬勃发展，对于老挝的经济整体增长的带动，以及在老挝经济行业里的地位也日益重要，使得老挝政府对旅游业的关注度越来越高。旅游业能促进琅勃拉邦省落后地区经济发展，促进当地道路、通讯等基础设施建设，提供就业机会与改变贫困人口的思想观念并提高其综合素质。在对老挝琅勃拉邦省旅游业发展政策分析的基础上研究其发展实践中的经验、问题和风险，以及对老挝琅勃拉邦省旅游减贫的启示，为旅游减贫的实践提供政策建议,以推动老挝旅游业健康、稳定、可持续的发展。
[Abstract]:Tourism is the world's largest industry with the best prospects and sustained rapid development in the 21 st century. Tourism plays an important role in eliminating poverty, creating employment opportunities and promoting exports, so that more poor people can get rid of poverty as soon as possible, and their contribution to national economic and social development is increasing. With the vigorous development of tourism, the overall economic growth of Laos, as well as the increasingly important position in the Lao economy, makes the Lao government pay more and more attention to tourism. Tourism can promote the economic development of backward areas of Luang Prabang, promote the construction of local infrastructure, such as roads and communications, provide employment opportunities and change the ideas of the poor and improve their comprehensive quality. Based on the analysis of tourism development policy in Luang Prabang province of Laos, this paper studies the experience, problems and risks in its development practice, as well as the enlightenment to tourism poverty reduction in Luang Prabang province of Laos, and provides policy recommendations for the practice of tourism poverty reduction. To promote the healthy, stable and sustainable development of Laos's tourism industry.
