【摘要】：在旅游业逐渐成为各国经济发展重要支柱产业的背景下,将旅游作为工具,加强区域之间联系与合作,整合贫困地区旅游资源,探索具有区域竞争力的旅游脱贫模式,促进贫困人口永久脱贫已成为发展中国家摆脱贫困的新趋势。国内学者对旅游扶贫战略、模式以及效应多有深入研究,总结出诸多问题和丰富经验,但始终缺少对提升贫困地区可持续发展能力和贫困人口自我发展能力的研究。本文以湖北大别山区为研究对象,以定性总结结合定量分析,阐述了旅游业的发展对本地区经济发展的推动作用,旅游业在本地区国民经济发展中的地位较高,旅游业的发展既给区域旅游收入带来直接效益,又间接推动相关联产业的发展。研究表明：越是旅游发展水平高的县市,其居民收入水平提高也越快,同时对旅游业在本地区经济发展中较强的乘数作用做了论证。旅游业除给本地区带来显著的经济效益外,还极大的提高了本地区的社会建设和生态文明建设水平。本文从贫困居民的思想观念、贫困居民的教育和贫困居民的道德素养等方面,归纳了旅游业发展带来的积极作用。同时,旅游业的发展不仅促进人们环保意识的觉醒,还为改善生态环境和提升区域人居环境提供了物质基础。但湖北大别山区旅游脱贫过程中的问题同样突出：区域内部和区域之间竞争抑制合作、资源缺乏有效整合、旅游产业链不完整、基础设施建设不够完善,特别是作为旅游脱贫的核心主体,在旅游活动开展的整个过程中,都缺少贫困人口的有效参与,表现在参与旅游的贫困居民数量少、贫困居民参与旅游的程度低,这固然与贫困居民的参与意识和参与能力有关,但根本上是贫困居民参与旅游的制度建设滞后于旅游产业的发展造成的。针对既有的问题,本文四个角度提出改进思路：一是从规划的角度,要统一编制旅游发展规划和相关产业规划；二是要整合区域资源,不仅要整合区域的旅游资源,同时也要注重旅游品牌的整合与推广以及旅游市场的整合,最大程度上减少区域内耗,形成合力,在全国范围内塑造具有竞争力的大别山旅游形象；三是要持续改善旅游发展环境,特别是改善生态环境和旅游交通建设；四是要保障贫困居民的权益,这是开展旅游脱贫的根本所在,以培养人才为基础,全面提升贫困地区居民参与旅游的能力,同时要给予制度保障,形成科学、有效、可行并举的旅游参与制度,同时要建立完善监督机制,使旅游活动的开展始终处于被监督的状态。
[Abstract]:Under the background that tourism has gradually become an important pillar industry in the economic development of various countries, tourism is regarded as a tool to strengthen regional ties and cooperation, to integrate tourism resources in poor areas, and to explore a regional competitive mode of tourism poverty alleviation. It has become a new trend for developing countries to extricate themselves from poverty. Domestic scholars have deeply studied the strategies, models and effects of tourism poverty alleviation, summing up many problems and rich experience, but lack of research on improving the ability of sustainable development and self-development of poor people. This paper takes the Dabie Mountain area of Hubei Province as the research object, combines the qualitative summary with the quantitative analysis, elaborated the promotion function of the tourism development to the local economy development, the tourism has the higher position in the local national economy development. The development of tourism not only brings direct benefits to regional tourism income, but also indirectly promotes the development of related industries. The study shows that the higher the level of tourism development, the faster the income level of the residents increases. At the same time, the stronger multiplier effect of tourism in the local economic development is demonstrated. Tourism not only brings remarkable economic benefits to this area, but also greatly improves the level of social construction and ecological civilization construction in this area. This paper sums up the positive role brought by the development of tourism from the aspects of the ideas of the poor residents, the education of the poor residents and the moral qualities of the poor residents. At the same time, the development of tourism not only promotes people's awareness of environmental protection, but also provides a material basis for improving ecological environment and upgrading regional human settlements. However, the problems in the process of tourism poverty alleviation in Dabie Mountain area of Hubei Province are also prominent: competition and cooperation within and among regions, lack of effective integration of resources, incomplete tourism industry chain, and inadequate infrastructure construction. Especially, as the core body of the tourism poverty alleviation, in the whole process of tourism activities, there is a lack of effective participation of the poor population, which is manifested in the low number of poor residents participating in tourism and the low degree of poor residents participating in tourism. Although this is related to the participation consciousness and ability of the poor residents, it is basically caused by the lagging behind the development of tourism industry in the system construction of the poor residents' participation in tourism. In view of the existing problems, this paper puts forward four ways to improve: first, from the planning point of view, the tourism development plan and related industry planning should be unified; second, the regional resources should be integrated, not only the regional tourism resources, but also the regional tourism resources. At the same time, we should pay attention to the integration and promotion of tourism brands as well as the integration of tourism market, reduce regional internal friction to the greatest extent, form a joint force, and build a competitive tourism image of Dabie Mountain throughout the country. Third, to continuously improve the tourism development environment, especially to improve the ecological environment and tourism transport construction; and fourth, to protect the rights and interests of the poor residents, which is the fundamental foundation for carrying out tourism poverty alleviation and is based on the training of talents. To comprehensively enhance the ability of residents in poor areas to participate in tourism, at the same time to give institutional protection, to form a scientific, effective and feasible tourism participation system, and to establish and improve the supervision mechanism, So that the development of tourism activities are always in a state of supervision.
