上海黄浦江水上旅游产业链分析研究

【摘要】：城市因水而活、因水而兴。黄浦江水上旅游经过三十余年的发展,业已成为国内水上旅游行业的主要代表,每年吸引超过300万的中外游客,是上海都市旅游的重要组成部分。在《上海市旅游业发展“十二五”规划》中,黄浦江水上旅游被确立为后世博上海旅游业的发展重点之一。本文以产业组织理论为基础,着重分析了上海黄浦江水上旅游的产业链组织。研究发现：第一,上海黄浦江水上旅游产业链主要由上游的码头运营商、中游的游船公司和下游的渠道三个环节构成。文章对三个环节逐一进行了分析。第二,在产业链条各环节的收益分配上,渠道端的买方垄断使游船公司在获取船票收益方面处于弱势地位,仅仅占有三分之一的份额。这也是游船服务无法达到旅游者预期的原因。第三,水上旅游产业的政府管制政策,特别是政府主导下的公共票务平台,将扭曲市场对资源配置的基础作用,使低效率企业无法退出市场,从而对行业发展造成长期的伤害。
[Abstract]:The city lives by water and thrives by water. After more than 30 years of development, Huangpu River water tourism has become the main representative of domestic water tourism industry, attracting more than 3 million Chinese and foreign tourists every year, which is an important part of Shanghai urban tourism. In the 12th Five-Year Plan of Tourism Development in Shanghai, the Huangpu River water tourism has been established as one of the key points in the development of post-Expo Shanghai tourism. This paper is based on the theory of industrial organization. The industrial chain organization of Shanghai Huangpu River water tourism is analyzed emphatically. The main conclusions are as follows: first, Shanghai Huangpu River water tourism industry chain consists of three links: upstream wharf operator, mid-stream cruise company and downstream channel. This paper analyzes the three links one by one. Second, in the distribution of the profit in every link of the industrial chain, the monopoly of the buyer at the end of the channel makes the cruise company in a weak position in obtaining the income of the ship ticket, accounting for only 1/3 of the share. This is the reason why the cruise service is not up to the expectations of tourists. Third, the government regulation policy of water tourism industry, especially the public ticketing platform under the guidance of government, will distort the basic function of the market to the allocation of resources and make the inefficient enterprises unable to withdraw from the market, thus causing long-term harm to the development of the industry.
