广西旅游业低碳化发展研究

【摘要】：随着全球经济的快速发展,能源消耗与二氧化碳排放所带来的全球灾害性气候问题已受到人们的广泛关注。自2009年哥本哈根全球气候大会召开以来,低碳经济在全球各个国家、各个行业蓬勃发展,低碳经济所倡导的低能耗、低污染、低排放为基准的低碳理念给旅游业带来了重要启示。伴随着旅游业的蓬勃发展,旅游业经营管理过程中能源消耗不断增长与环境破坏问题日益突出。在强调低碳经济、低碳理念的社会发展背景下,本论文对广西旅游业低碳化发展的现状进行研究。期望能使广西旅游业在旅游生产活动过程中、消费活动过程中能够实现清洁生产与生态消费,实现环境承载力与旅游经济发展相协调。本论文研究以可持续发展理论为核心理论,并利用循环经济理论、脱钩理论、生态旅游责任性理论、利益相关者理论的思想与原则,结合数理模型与理论模型,对广西旅游业低碳化发展现状、低碳化发展面临的困境与对策进行了定量、定性分析与探讨性研究：第一,运用数理模型定量分析出广西旅游业能源消耗与二氧化碳排放的总量、结构、现状。研究结果表明广西旅游业能耗与碳排放量增长较大,旅游交通是旅游业能耗与碳排放的主要来源、旅游住宿业是旅游业能耗与碳排放的第二大主体、旅游活动能耗与碳排放量增长速度较快。第二,运用脱钩理论中的测度评价方法---弹性分析法,结合广西旅游业能耗、碳排放量的统计结果,对广西旅游业经济增长与能耗碳排放的脱钩关系进行分析研究。研究结果表明旅游经济与能源碳排放脱钩关系并不理想,其脱钩关系主要是处于旅游经济增长速度低于能源碳排放的增长速度,以及旅游经济水平下降而能源碳排放持续增长的两种不健康发展状态之中,这均是旅游业低碳化发展进程中的不可取状态。第三,以数理模型定量分析的结果与脱钩理论评价模型分析数据为依据,剖析了广西旅游业低碳化发展主要面临的问题：旅游业能源消耗与二氧化碳排放量较大、旅游经济与能源碳排放脱钩关系不理想、社会低碳意识薄弱、政策保障体系不完善、低碳技术与管理人才缺乏。第四,针对困境难题,提出广西旅游业低碳化发展的对策建议：①运用循环经济理论中强调物质不断循环利用,以及遵循“再思考、减量化、再使用、再循环、再修复”----5R基本原则。提出低碳能源结构转变、低碳技术研发与应用、旅游业低碳化管理模式的发展对策。②在生态旅游责任性理论三向模式理论的基础上,提出旅游者与社区居民低碳意识与行为培育的对策,强化旅游者、社区居民对社会环境的责任意识与行为规范,形成自然与人文资源保护开发的意识。③参照利益相关者理论,依据旅游者、旅游企业、旅游社区居民、当地政府、非盈利组织五个旅游利益相者不同的利益诉求与诉求方式,提出低碳发展支持政策、低碳管理与技术人才培养、低碳发展交流合作模式的对策。
[Abstract]:Along with the rapid development of global economy , the global disaster climate problem brought about by energy consumption and carbon dioxide emission has been widely paid attention . Since the global climate conference in Copenhagen in 2009 , the low - carbon economy has brought great inspiration to the tourism industry .

This paper studies the sustainable development theory as the core theory , and utilizes the theory of circular economy , the theory of decoupling , the theory of the responsibility of ecotourism , the thought and principle of stakeholder theory , combines the mathematical model and the theoretical model , and makes quantitative , qualitative analysis and discussion on the present situation of low carbonization development and low carbonization development in Guangxi .

First , the total quantity , structure and present situation of tourism energy consumption and carbon dioxide emission in Guangxi are analyzed quantitatively by mathematical model . The results show that tourism energy consumption and carbon emission are increasing . Tourism transportation is the main source of tourism energy consumption and carbon emission , and tourism accommodation is the second main body of tourism energy consumption and carbon emission , and the energy consumption of tourism activities is faster than that of carbon emission .

Secondly , using the method of measure evaluation in the theory of decoupling - elasticity analysis , combining with the statistical results of energy consumption and carbon emission from tourism in Guangxi , the author analyzes the relationship between tourism economic growth and carbon emission of energy consumption in Guangxi . The results show that the relationship between tourism economy and energy carbon emission is not ideal .

Thirdly , based on the result of quantitative analysis of mathematical model and the analysis data of the theory of decoupling theory , this paper analyzes the main problems faced by the low - carbon development of tourism in Guangxi : the energy consumption of tourism and the discharge of carbon dioxide are relatively large , the relationship between tourism economy and energy carbon emission decoupling is not ideal , the low carbon consciousness is weak , the policy safeguard system is not perfect , and the low carbon technology and management talent lack .

On the basis of the three - way model theory of eco - tourism responsibility theory , the author puts forward the countermeasures of low - carbon energy structure transformation , low - carbon technology development and application , low - carbon management mode of tourism .
