秦皇岛实施“旅游立市”战略对策研究

【摘要】:旅游业是世界上发展最快的新兴产业之一,被誉为“朝阳产业”。二十世纪九十年代,旅游业超越汽车与石油工业成为世界第一大产业。进入二十一世纪,旅游业已成为我国国民经济重要产业。随着旅游产业上升为国家战略河北省将也旅游业确定为全省重点发展领域。作为拥有丰富自然与人文旅游资源的全国优秀旅游城市—秦皇岛市,按照河北省委、省政府提出的“秦皇岛要坚定不移地把旅游业作为立市的战略产业来抓”的宏观规划,于2009年10月,,确立了“旅游立市”战略。秦皇岛市委、市政府通过了《关于实施旅游立市战略加快旅游产业发展的决定》,力争未来五至十年,把秦皇岛建设成为“中国北方最大滨海休闲度假基地,国内最佳、国际上有较大影响的旅游目的地”,将秦皇岛打造成“国际旅游名城。 所谓“旅游立市”是政府主导型旅游发展模式,强调旅游业在国民经济中作为战略产业的重要性。我国的桂林市和黄山市都曾实施过“旅游立市”战略并带动了相关产业的发展,取得了“旅游利市”的效果,促进了区域经济的发展。秦皇岛市丰富的人文和自然旅游资源、优越的区域位置、充足的客源、成熟的旅游市场与接待能力都为秦皇岛市实施“旅游立市”战略提供了得天独厚的优势。“旅游立市”既是秦皇岛市外部环境和内在条件选择的必然结果,也是城市和经济发展的客观需求。但在与此同时也应看到,秦皇岛市实施“旅游立市”战略也面临诸多问题,如旅游建设与发展缺乏科学规划、旅游淡旺季明显、旅游交通瓶颈制约、缺乏高素质的旅游服务与管理人员、旅游企业缺乏竞争力和旅游品牌等不利因素,限制了秦皇岛市旅游经济的发展。与同为滨海城市的大连、青岛相比旅游经济总量和规模明显偏低,不利于秦皇岛市“旅游立市”战略的实施。 在当前国际国内旅游业良好发展的态势下,对于秦皇岛市实施“旅游立市”战略来说既面临机遇也面对挑战。机遇是因为环津京经济圈的形成、政府政策支持、城市名片效应占尽地利人和。挑战,是因为国内旅游市场激烈竞争、国际旅游市场尚未开发到位以及旅游经济脆弱性都威胁到秦皇岛市“旅游立市”战略的实施。为此全面动态了解秦皇岛近年来旅游业发展状况,分析秦皇岛市旅游发展中所面临的问题,探索切实可行的秦皇岛市实施“旅游立市”战略的对策显得尤为迫切与重要。2009年10月—2010年7月,笔者通过问卷调查、访谈、文献资料收集等方法,对秦皇岛市“十一五”期间旅游行业、企业及相关产业状况进行了调查,在此基础上运用SWOT分析法对秦皇岛市实施旅游立市战略中的优势、劣势、机遇、威胁等方面进行了综合分析,提出了秦皇岛市实施旅游立市战略的对策:即发挥政府主导作用,提高旅游规划水平,树立“大旅游”观念;改变淡旺两季差异,实现四季旅游;引进竞争机制,提高旅游企业核心竞争力;加强旅游交通建设,完善旅游交通设施功能;提高旅游业服务与管理水平,启动智慧旅游;调整旅游产品结构,培育品牌旅游产品;加强旅游文化内涵建设,加强整体宣传,提高旅游业营销水平,将秦皇岛打造成国内一流、国际知名的滨海旅游之城。
[Abstract]:Tourism is one of the fastest growing emerging industries in the world and is known as the "sunrise industry". In 1990s, tourism went beyond automobile and oil industry to become the largest industry in the world. In twenty-first Century, tourism has become an important industry in China's national economy. As the tourism industry is rising to the national strategy of Hebei, the tourism industry will also become a national strategy. Tourism is defined as the key development area of the province. As a national excellent tourist city with rich natural and humanistic tourism resources, Qinhuangdao City, according to the provincial government of Hebei provincial government, "Qinhuangdao should unswervingly take the tourism industry as the strategic industry of the city to grasp", in October 2009, the "tourism establishment" was established. City "strategy. Qinhuangdao municipal Party committee and municipal government have passed the decision on the implementation of the tourism market strategy to accelerate the development of tourism industry, and strive for the next five to ten years to build Qinhuangdao into" the largest coastal recreation base in northern China, the best domestic and international tourism destination, "which will make Qinhuangdao a" international " A famous tourist city.
The so-called "tourism market" is the government led model of tourism development, emphasizing the importance of tourism as a strategic industry in the national economy. China's Guilin city and Huangshan City have implemented the "tourism market" strategy and led the development of related industries, and achieved the effect of "tourism profit market" and promoted the development of regional economy. Huangdao city has rich cultural and natural tourism resources, superior regional position, abundant tourist source, mature tourist market and reception ability, which provide a unique advantage for Qinhuangdao to implement the "tourism market" strategy. "Tourism market" is not only the inevitable result of the choice of the external environment and internal conditions of Qinhuangdao, but also the city and the city. But at the same time, it should also be seen that the implementation of the "tourism market" strategy in Qinhuangdao is also faced with a number of problems, such as the lack of scientific planning for tourism construction and development, the obvious tourism season, the bottleneck of tourism traffic, the lack of high-quality tourism services and managers, and the lack of competitiveness and tourism products of tourism enterprises. The unfavorable factors such as the brand limit the development of the tourism economy in Qinhuangdao. Compared with the Dalian in the coastal city, the total amount and scale of the tourism economy are obviously lower than that of Qingdao, which is not conducive to the implementation of the "tourism market" strategy in Qinhuangdao.
In the current situation of the good development of the international and domestic tourism industry, it faces both opportunities and challenges for Qinhuangdao to implement the "tourism market" strategy. The opportunity is due to the formation of the ring Jing Jing economic circle, the support of the government policy and the effect of the city card. The challenge is due to the fierce competition in the domestic tourism market and the international tourism. The undeveloped market and the vulnerability of the tourism economy all threaten the implementation of the "tourism market" strategy in Qinhuangdao. Therefore, it is a comprehensive and dynamic understanding of the development of tourism in Qinhuangdao in recent years, the analysis of the problems faced in the development of tourism in Qinhuangdao and the practical countermeasures for the implementation of the strategy of "tourism in the city" in Qinhuangdao. It is particularly urgent and important in.2009 year from October to July 2010. Through questionnaires, interviews, and literature collection, the author investigates the tourism industry, enterprises and related industries during the "11th Five-Year" period in Qinhuangdao, and on this basis, the advantages and disadvantages of the implementation of the strategy of implementing tourism in Qinhuangdao by using the SWOT analysis method. The comprehensive analysis of opportunities and threats is carried out, and the countermeasures are put forward in Qinhuangdao to implement the strategy of tourism establishment. That is, play the leading role of the government, improve the level of tourism planning, establish the concept of "big tourism", change the difference between the two seasons and realize the four seasons tourism, introduce the competition mechanism, improve the core competitiveness of the tourism enterprises, and strengthen the tourism. Traffic construction, improve the function of tourism transportation facilities, improve the service and management level of tourism, start intelligent tourism, adjust the structure of tourism products, cultivate brand tourism products, strengthen the construction of tourism culture, strengthen the overall propaganda and improve the marketing level of tourism, and make Qinhuangdao a first-class domestic and internationally famous coastal tourism. City.
