都江堰市乡村旅游利益相关者利益协调机制研究

【摘要】：乡村旅游作为第一产业和第三产业融合而成的新型农业服务产业,拓宽了农民的收入渠道,吸收了大量的剩余劳动力,提高了农业附加值,促进了传统农业向现代化农业的转变。但是随着乡村旅游的深入发展,出现了诸如社区参与程度低、利益分配不公、经营者间恶性竞争等负面问题,矛盾和冲突的频频发生严重阻碍了乡村旅游的可持续发展。构建合理的利益机制,协调多方的关系,达到协作共赢,对乡村旅游的长久发展具有重大的意义。本文运用利益相关者、旅游地生命周期理论,以都江堰市乡村旅游为研究对象将都江堰乡村旅游的利益相关者界定为当地政府、社区居民、本地旅游企业、旅游投资商和旅游者。搜集分析都江堰市近十五年的GDP总值、乡村旅游收入、旅游接待人次等数据,结合都江堰市重大旅游事件,将都江堰市乡村旅游确定为快速发展阶段,分析了该阶段的利益相关者及其利益诉求和利益冲突。通过实地调研都江堰乡村旅游利益协调机制现状,了解到其存在社区参与程度不高、旅游利益漏损严重、制度不完善等问题,针对现存问题从利益表达机制、社区参与机制、利益分配机制、利益补偿机制和利益监督机制几个方面对都江堰市乡村旅游利益协调的优化上提出了几点意见,以期对都江堰市乡村旅游的发展有一定的帮助。协调好利益相关者之间的利益冲突是保证乡村旅游良好发展的关键问题,本文由于时间以及个人能力的限制,还存在许多不足,构建的利益协调机制的可行性还有待考察,希望在日后的研究工作中能够进行更深入的探讨和有效的完善。
[Abstract]:As a new agricultural service industry, rural tourism, as a combination of primary industry and tertiary industry, has broadened the income channels of farmers, absorbed a large amount of surplus labor, and increased the added value of agriculture. To promote the transformation of traditional agriculture to modern agriculture. However, with the further development of rural tourism, such as low degree of community participation, unfair distribution of benefits, vicious competition among operators and other negative problems, the frequent occurrence of contradictions and conflicts seriously hindered the sustainable development of rural tourism. It is of great significance for the long-term development of rural tourism to construct a reasonable benefit mechanism, to coordinate the relations of various parties, and to achieve win-win cooperation. In this paper, the stakeholders of Dujiangyan rural tourism are defined as local government, community residents, and local tourism enterprises by using stakeholder, tourism destination life cycle theory and the rural tourism in Dujiangyan as the research object. Tourist investors and tourists. Collecting and analyzing the data of the total GDP of Dujiangyan City in the past 15 years, rural tourism income, tourist reception and other data, combining with the major tourism events in Dujiangyan City, the rural tourism in Dujiangyan City was determined as a stage of rapid development. The stakeholders, their interest demands and conflicts of interest are analyzed. Through the field investigation of Dujiangyan rural tourism interest coordination mechanism, we know that the degree of community participation is not high, the tourism interests leakage seriously, the system is not perfect and so on, aiming at the existing problems from the interest expression mechanism, community participation mechanism, etc. Some suggestions on the optimization of the benefit coordination of Dujiangyan rural tourism are put forward in the aspects of benefit distribution mechanism, benefit compensation mechanism and interest supervision mechanism, in order to help the development of rural tourism in Dujiangyan city. The key problem to ensure the good development of rural tourism is to coordinate the conflict of interests among stakeholders. Due to the limitation of time and personal ability, there are still many shortcomings in this paper. The feasibility of the interest coordination mechanism has yet to be investigated. Hope that in the future research work can be more in-depth exploration and effective improvement.
