基于城乡统筹视角下的环城游憩带规划研究

【摘要】：全面建设小康社会，构建社会主义和谐社会是中国在新时期的重大历史任务，为完成这项任务，解决“三农”问题是其中的关键。中央政府根据我国的实际情况，提出了统筹城乡经济社会发展的战略部署。环城游憩带是一种介于城市与乡村之间的特殊景观地带发展起来的旅游空间形式，不仅具有明显的城市旅游的性质，还具有乡村旅游特征，，但又不是城市旅游与乡村旅游的简单叠加。其本质是城市居民游憩在城市周边空间上的投影，是城市居民游憩的重要场所，是城市游憩系统的衍生部分。论文提出在城市周边地区进行环城游憩带开发和建设作为落实国家城乡统筹政策和解决“三农”问题的新切入点之一，并以城乡统筹这一新视角来指导环城游憩带的规划建设，特别是通过解决现状环城游憩带存在的众多不利于城乡统筹的问题、积极构建“环城游憩带的健康模式”、建立完善的保障机制、优化环城游憩带规划布局，来更好发挥其城乡统筹的促进作用，最终使城乡统筹与环城游憩带两者密切结合，来推动城乡经济社会和谐发展。在此背景下，本文首先对环城游憩带理论、城乡统筹理论进行梳理归纳，对相关概念进行辨析，在此基础上主要从作用机制、作用结果两方面对环城游憩带与城乡统筹的互动关系进行研究，寻找两者研究的结合点。然后，以问题为导向，将研究的视角定位于现状环城游憩带在促进城乡统筹上存在的不利因素：宏观层面，基于环城游憩带中的游憩系统，分析其与区域游憩系统、市域游憩系统、与城市游憩系统缺乏协调的问题；中观层面，基于环城游憩带中的非游憩系统，分析其带内土地、产业、生态、失地农民、居民点建设、基础设施、服务设施等方面存在的问题。其次，研究的途径是针对现状问题，提出相应规划策略。宏观策略注重协调，中观策略注重统筹，策略的提出建构起“环城游憩带的健康模式”，这里的“健康”是相对健康的概念，也只有相对健康的环城游憩带才能更有效的发挥城乡统筹作用。再次，研究的目标是通过对健康的环城游憩带进行科学、合理布局，有效促进城乡统筹。当然，对于“科学、合理”的判断需要一个评判标准：就是是否有利于实现城乡统筹？因此，文章基于城乡统筹视角从土地、产业、生态、基础设施、服务设施等方面提出具体的优化布局手段，使环城游憩带在落实城市游憩功能的同时，有效促进城市周边土地、产业、生态、经济社会的可持续发展，最终落实中央提出的统筹城乡经济社会发展的战略部署。最后，结合银川市兴庆区环城游憩带、海宁市环城游憩带项目的规划设计，阐述城乡统筹思想在环城游憩带规划中落实的实际操作。
[Abstract]:Building a well-off society in an all-round way and building a harmonious socialist society is a major historical task for China in the new period. In order to complete this task, it is the key to solve the problem of "agriculture, countryside and farmers". According to the actual situation of our country, the central government has put forward the strategic plan of coordinating urban and rural economic and social development. The recreation zone around the city is a kind of tourism space form which is developed in the special landscape zone between the city and the countryside. It not only has the obvious nature of urban tourism, but also has the characteristics of rural tourism. But it is not the simple superposition of urban tourism and rural tourism. Its essence is the projection of urban residents' recreation on the surrounding space, the important place of urban residents' recreation, and the derivative part of urban recreation system. The paper puts forward the development and construction of the recreation belt around the city as one of the new entry points to implement the national urban-rural overall planning policy and to solve the problem of "agriculture, countryside and farmers", and to guide the planning and construction of the recreation belt around the city from the new perspective of urban and rural planning. In particular, by solving the problems that are not conducive to urban and rural planning, we should actively construct a "healthy pattern of recreation belt around the city", establish a perfect protection mechanism, and optimize the planning and layout of the recreation belt around the city. In order to promote the harmonious development of urban and rural economy and society, it can play a better role in promoting the overall planning of urban and rural areas, and finally make the urban and rural overall planning and recreation belt close combination. In this context, this paper first summarizes the theory of recreation zone around the city, urban and rural planning theory, the related concepts are analyzed, on the basis of this mainly from the mechanism of action, The results showed that the interaction between urban and rural recreation zone and urban and rural planning was studied in two aspects to find the combination of the two studies. Then, with the problem as the direction, the research angle of view is fixed on the unfavorable factors in promoting the overall planning of urban and rural areas: at the macro level, based on the recreation system in the urban and rural recreation zone, the author analyzes the relationship between it and the regional recreation system. Urban recreation system, lack of coordination with urban recreation system; meso-level, based on the recreational system in the recreation zone around the city, analysis of the land, industry, ecology, landless farmers, residential construction, infrastructure, Service facilities and other aspects of the problems. Secondly, the research approach is to put forward the corresponding planning strategy in view of the current situation. The macro strategy pays attention to coordination, the meso strategy pays attention to the overall planning, the strategy puts forward to construct "the health model of the recreation belt around the city", here "health" is the concept of relative health. Only a relatively healthy recreation belt can play a more effective role in urban and rural planning. Thirdly, the goal of the study is to promote the overall planning of urban and rural areas in a scientific and rational way. Of course, for the "scientific, reasonable" judgment needs a criterion: will it be conducive to the realization of urban and rural planning? Therefore, based on the perspective of urban and rural planning, the paper puts forward specific and optimized layout methods from the aspects of land, industry, ecology, infrastructure, service facilities, so that the urban recreation belt can effectively promote the land around the city while carrying out the function of urban recreation. The sustainable development of industry, ecology, economy and society finally implements the strategic plan of coordinating urban and rural economic and social development put forward by the central government. Finally, combined with the planning and design of the recreation belt around the city in Xingqing district of Yinchuan city and Haining city, this paper expounds the practical operation of urban and rural overall planning in the planning of the recreation belt around the city.
