桂林景区旅游安全管理研究

【摘要】：旅游安全在旅游业发展的进程中处于重要地位,同样对于旅游者起着重要作用。旅游安全作为景区旅游活动正常进行的基础,使得旅游者能够在身心放松的状态下进行旅游活动。近些年来我国对于旅游安全的重视力度有所增强,旅游景区的旅游安全管理水平有了较大的进步,旅游行业发展的整体安全形势较为平稳。但是在旅游行业仍然存在着较多的旅游安全问题,例如景区基础实施建设不到位、管理制度不完善等因素,使得景区存在较多的安全隐患,给旅游者的生命财产安全带来安全威胁,制约了旅游行业的长远发展,同时旅游安全事故频发,在社会上造成了恶劣的影响,也不利于旅游景区品牌形象的树立与业务市场的拓展,所以,旅游安全管理的研究越来越重要。本文在旅游安全管理相关理论研究的基础上,以桂林景区为例,首先详细从宏观管理、安全管理机构、配套措施等角度分析了桂林景区旅游安全管理现状；然后具体分析了桂林景区旅游安全管理存在的主要问题及原因,具体包括政府职能定位不清晰、旅游安全认知不科学、管理与控制不足等；最后就优化桂林景区旅游安全管理的途径与对策展开了具体探讨,认为该地区要逐步完善景区制度建设,发挥政府机构在旅游安全管理过程中的作用,同时景区需要构建旅游安全管理防控体系,做好旅游安全事故的事前、事中、事后控制工作。论文共分为六章：第一章：为绪论,主要展开本文的研究背景、意义、内容与方法还有研究思路。第二章：为国内外对于旅游安全管理的现状研究和相关理论基础,通过认真调查认为国内对旅游安全管理相关的研究尚处于较为初期摸索阶段,研究论著不仅零散、数量较少,而且涉及的领域较为狭窄,在饭店安全和旅游保险等方面的研究比较集中。旅游业在我国现阶段的经济转型期中处于重要位置,成为社会经济发展的推动力。目前来看,国内的专家学者们对旅游安全管理体制以及机制的研究还比较少。总之,国内学者对旅游安全的研究才刚刚起步,大多都是从行业管理的角度来进行,且多集中在操作层面,关于管理系统的理论分析和跨学科研究需要增加。第三章：为桂林景区旅游安全管理的现状分析,当前桂林阳朔、龙脊漓江、遇龙河、大榕树等风景区主动做好旅游安全管理工作,暂时还没有出现十分重大的安全事故,但是在各个景区内部受伤等事件时有发生,面对这种大事没有,小事不断的安全状况,各个景区加强安全管理与防护工作,减少各类损失已经迫在眉睫。桂林地区景区旅游的法律法规体系还不是很健全,各个景区也正在加大旅游规章制度的出台力度,来应对旅游景区发展过程中出现的各类问题。对于景区的安全管理问题,桂林市没有出台较为具体的法律法规。第四章：为桂林景区旅游安全管理存在的主要问题,从政府、景区、旅游者、居民等四个层面展开,具体包括桂林市政府的监管机制、监管人员还不能够很好地适应景区旅游市场发展的需要。根据调查,监管文物单位的文管会、监管宗教场所的宗教局及各级旅游部门都还没有核定相关安全管理人员的行政编制,安全管理部门的组建也较为滞后。旅游相关的从业者普遍缺少系列的安全培训,本身就缺乏安全意识和知识,谈何对于游客的安全指示和安全教育,另外,旅游安全教育没有因地制宜,根据具体情况具体教育,导致游客普遍没有旅游安全的必要注意事项的知识,所以容易出现危险的旅游行为,不能够对旅游安全设备进行及时检修,操作不规范,安全隐患排除不及时。第五章：为优化桂林景区旅游安管理的对策与途径,包括景区需要构建相关的监管部门来有效监督以上各个层面的旅游服务,确保游客的旅游过程安全。桂林市政府及主管部门需要加强领导,将旅游景区安全风险管理工作放在重要位置,建立健全管理部门的安全风险负责制,坚持谁主管、谁负责,谁审批、谁负责的工作原则,逐级推动旅游安全的防范及控制,让旅游安全的管理走上正轨。第六章：为结论与展望本文的创新之处在于系统分析文献资料的基础上,从安全管理宏观管理法规、旅游安全管理机构、旅游安全配套措施等角度分析了桂林景区旅游安全管理现状,然后以此为基调来对于桂林景区旅游安全管理上存在的问题找出对策。
[Abstract]:Tourism safety plays an important role in the process of tourism development, and also plays an important role for tourists. Tourism safety, as the basis of normal tourism activities in scenic spots, enables tourists to carry out tourism activities in a relaxed state of mind and body. In recent years, China has paid more attention to tourism safety, tourism scenery. However, there are still many safety problems in the tourism industry, such as inadequate infrastructure construction, imperfect management system and other factors, which make the scenic spots have more potential safety hazards and give tourists life. The safety of life and property brings security threats, which restricts the long-term development of the tourism industry. At the same time, the frequent occurrence of tourism safety accidents has caused adverse effects on the society, and is not conducive to the establishment of the brand image of tourist attractions and the expansion of business markets. Therefore, the study of tourism safety management is becoming more and more important. On the basis of the study, taking Guilin scenic spot as an example, this paper firstly analyzes the present situation of tourism safety management in Guilin scenic spot from the angle of macro-management, safety management organization and supporting measures, and then analyzes the main problems and reasons of tourism safety management in Guilin scenic spot concretely, including the unclear orientation of government functions and the cognition of tourism safety. At last, the paper discusses the ways and Countermeasures of optimizing the tourism safety management in Guilin scenic spot, and points out that the system construction of scenic spot should be perfected step by step, and the role of government agencies in the process of tourism safety management should be brought into play. At the same time, the scenic spot needs to construct the prevention and control system of tourism safety management and do a good job in tourism safety management. The paper is divided into six chapters: Chapter 1: Introduction, the main research background, significance, content and methods and research ideas. Chapter 2: For the domestic and foreign research on the current situation of tourism safety management and related theoretical basis, through careful investigation that the domestic tourism safety management. The research on science and technology is still in the initial stage of exploration. The research works are not only scattered and few in quantity, but also involve narrow fields. The research on hotel safety and tourism insurance is concentrated. In a word, the domestic scholars'research on tourism safety management system and mechanism is just beginning, mostly from the perspective of industry management, and mostly concentrated on the operational level. The theoretical analysis and interdisciplinary research on the management system need to be increased. In order to analyze the current situation of tourism safety management in Guilin scenic spots, Yangshuo, Longji Lijiang, Yulonghe, Big Banyan and other scenic spots have taken the initiative to do a good job in tourism safety management. There are no very serious security incidents yet, but the internal injuries and other incidents occur from time to time in each scenic spot. It is imminent to strengthen the safety management and protection of various scenic spots to reduce various losses. The laws and regulations system of tourism in Guilin is not perfect, and the various scenic spots are also strengthening the promulgation of tourism rules and regulations to deal with various problems in the development of scenic spots. Chapter Four: For the main problems of tourism safety management in Guilin scenic spots, it is carried out from four aspects: government, scenic spots, tourists and residents, including the supervision mechanism of Guilin municipal government, and the supervisors can not well meet the needs of the development of tourism market in the scenic spots. According to the survey, the cultural relics regulatory commission, the Religious Bureau and the tourism departments at all levels have not yet approved the administrative establishment of the relevant safety management personnel, and the establishment of the safety management department is lagging behind. For the safety instructions and safety education of tourists, in addition, tourism safety education has not been adapted to local conditions, according to specific circumstances, leading to tourists generally do not have the knowledge of the necessary precautions for tourism safety, so it is easy to appear dangerous tourism behavior, can not be timely maintenance of tourism safety equipment, operation is not standardized, security concealed. Chapter 5: In order to optimize the management of tourism safety in Guilin scenic spots, it is necessary to establish relevant supervision departments to effectively supervise the above various levels of tourism services to ensure the safety of tourists'tourism process. In order to make the management of tourism safety on the right track, it is necessary to establish and improve the responsibility system for the safety risk of the management department, adhere to the principle of "who is in charge, who is in charge, who is in charge, who is in charge of examination and approval, who is responsible for the work of the principle, step by step to promote the prevention and control of tourism safety. On the basis of this, this paper analyzes the present situation of tourism safety management in Guilin scenic spots from the aspects of macro-management laws and regulations, tourism safety management organizations and tourism safety supporting measures, and then finds out the Countermeasures for the existing problems in tourism safety management in Guilin scenic spots.
