成都市温江区政府对旅游资源开发的管理研究

【摘要】：旅游业目前已成为世界第一大产业,我国的旅游业虽然起步较晚,但是发展迅速,特别是随着国内家庭收入水平的不断提高和新型消费者模式的形成,旅游需求不断上升,市场前景广阔。成都市作为全国统筹城乡试验区,将大力发展第三产业作为试验区建设的重要内容,温江区产业发展的方向是以第三产服务业为主。本文通过对温江区旅游资源的特征和现状调查,结合温江区旅游资源开发及政府管理的现状,对温江区旅游资源开发及政府管理存在的问题及原因进行分析,对温江区旅游资源开发的管理模式、政府管理的定位及模式提出了建议与思考, 文章主要内容如下:本文共分为五个部分。第一、二部分主要陈述了本文的选题依据与意义、国内外的研究现状,介绍了旅游资源开发与管理的定义、内涵、模式与原则等内容;第三、四部分阐述了温江区旅游资源开发和政府管理的现状、问题及原因;第五部分从温江区旅游资源开发模式的选择入手,提出温江区应选择以政府主导的管理模式,以挖掘和发展核心旅游产品、主导旅游产品体系为宗旨的开发模式观点,对政府主导型管理模式体制的建立、规范及角色的定位提出了自己的建议:如制定旅游资源开发长远规划,与旅游总体发展规划相一致;区旅游行政机构应协调好各部门以及政府与经营部门之间的协作关系;完善旅游资源管理法规制度等。
[Abstract]:Tourism has become the largest industry in the world at present. Although the tourism industry of our country started relatively late, it has developed rapidly, especially with the rising level of domestic household income and the formation of a new type of consumer model, the demand for tourism has been rising. The market has a bright future. As a national urban and rural pilot area, Chengdu will vigorously develop the tertiary industry as an important content of the construction of the experimental area, Wenjiang District industrial development direction is mainly the third production service industry. Based on the investigation of the characteristics and present situation of the tourism resources in Wenjiang district and the present situation of the exploitation of tourism resources and the management of the government in Wenjiang district, this paper analyzes the problems and causes of the exploitation of tourism resources and the management of the government in Wenjiang district. This paper puts forward some suggestions and thoughts on the management mode of tourism resources development in Wenjiang district, the orientation and mode of government management. The main contents of this paper are as follows: this paper is divided into five parts. The first and second parts mainly describe the basis and significance of this paper, the current research situation at home and abroad, the definition, connotation, mode and principle of tourism resource development and management. The fourth part expounds the present situation, problems and reasons of the development of tourism resources and government management in Wenjiang District, the fifth part, starting with the choice of the development mode of tourism resources in Wenjiang District, puts forward that the management mode should be government-led in Wenjiang District. Based on the view of developing the core tourism products and leading the tourism product system, the paper sets up the government-led management mode system. The author puts forward some suggestions on the standardization and role orientation: for example, to formulate a long-term plan for the development of tourism resources, which is consistent with the overall tourism development plan, and to coordinate the cooperative relations between the various departments and between the government and the management department. We will improve the laws and regulations governing the management of tourism resources.
