广东省导游管理问题及改革研究

【摘要】:导游是旅游活动的关键要素之一,导游工作是各项旅游服务的联系纽带和中间桥梁,导游服务是旅游服务质量高低最敏感的标志。导游队伍的素质及水平,可以映射当地旅游业的发展水平。旅游行政管理部门能否有效管理导游队伍、形成完善合理的导游管理体制,将对当地旅游业的发展产生重要的影响。 本文首先介绍了我国及广东旅游市场和导游管理的现状、研究背景和目的。阐述了本文研究的思路和方法,拟采用理论分析的方法和调查研究的方法和思路研究。明确了导游管理的一些基本原理,介绍了导游管理分析的主要方法和理论,为进一步研究做好基础和铺垫。 在导游管理的基本理论基础上,本文从导游管理制度、导游市场失灵现象和人力资源管理三个层面对广东导游管理存在的问题进行了深入分析。主要有:导游准入制度和保障制度不健全,导游监管制度的不到位,市场供需不均衡问题,工作环境差、安全保障低问题,导游与用人单位的不协调问题、社会保障和薪酬保障激励等问题。 针对导游管理存在的问题,本文从政府职能和市场失灵和人力资源保障三个层面分析了存在的上述问题的主要原因。主要包括:政府职能转变滞后,未满足市场需要,导游管理的市场监管不到位,导游市场资源优化配置不足,利润最大化的追求以致忽视对人力资源的投入等。 最后,本文论述了上述导游管理存在问题的对策和建议,包括:推进导游管理制度体系改革,搭建共享平台,最大限度实现信息共享,强化市场监管遏制市场不正当竞争行为,完善导游市场的人力资源管理体系等。 希望通过本文提出的对策建议,能够对导游市场管理问题提供较好的解决办法,,为广东导游管理体制改革提供有用的决策参考,也是本文研究的落脚点。
[Abstract]:Tour guide is one of the key elements of tourism activities. Tour guide work is the link and intermediate bridge of various tourism services. Tour guide service is the most sensitive symbol of tourism service quality. The quality and level of tour guide team can reflect the development level of local tourism. Whether the tourism administrative department can effectively manage the tour guide team and form a perfect and reasonable tour guide management system will have an important impact on the development of local tourism. This paper first introduces the present situation, background and purpose of tourism market and tour guide management in China and Guangdong. This paper expounds the thought and method of this paper, and proposes to adopt the method of theoretical analysis and the method of investigation and research. This paper clarifies some basic principles of tour guide management, introduces the main methods and theories of guide management analysis, and lays the foundation for further study. On the basis of the basic theory of tour guide management, this paper makes an in-depth analysis of the problems existing in Guangdong tour guide management from the aspects of tour guide management system, tour guide market failure and human resource management. The main problems are: the system of tour guide access and guarantee is not perfect, the supervision system of tour guide is not in place, the market supply and demand is not balanced, the working environment is poor, the security guarantee is low, the problem of the coordination between tour guide and employing unit is not in place, Social security and salary guarantee incentive and other issues. Aiming at the problems of tour guide management, this paper analyzes the main reasons of the above problems from three aspects of government function and market failure and human resource guarantee. Mainly includes: the government function transformation lags behind, does not meet the market demand, the guide management market supervision is not in place, the tour guide market resources optimized disposition is insufficient, the profit maximizes the pursuit and so on neglects to the human resources investment and so on. Finally, the paper discusses the countermeasures and suggestions of the above problems in tour guide management, including: promoting the reform of tour guide management system, building a sharing platform, maximizing the realization of information sharing, strengthening market supervision to curb unfair competition in the market. Perfect guide market's human resource management system and so on. It is hoped that through the countermeasures and suggestions put forward in this paper, it can provide a better solution to the problems of tour guide market management, provide a useful decision reference for the reform of Guangdong tour guide management system, and is also the foothold of this paper.
