呼伦贝尔市旅游业发展中的政府职能研究

【摘要】：随着我国经济的跨越式发展,人民物质生活水平大幅提高,旅游需求随之不断增长,旅游业在国民经济中所占比重大幅提高,旅游业在推动经济发展方面作用显著。近年来,呼伦贝尔市旅游业快速发展,旅游人数、旅游收入迅猛增长,旅游产业的新发展势在必行,而政府在职能履行方面发挥的作用仍不充分,这就要求政府通过充分履行其职能,为旅游业发展营造良好的社会环境和制度环境。因此,为了促进呼伦贝尔市政府职能合理定位,推动旅游业可持续发展,对呼伦贝尔市旅游产业发展中政府职能问题进行研究就很有必要。本文共分为五个部分。第一部分梳理了国内外旅游业发展中政府职能相关研究,以呼伦贝尔市为研究对象,确立了本文的研究思路和框架。第二部分搜集了近几年呼伦贝尔市旅游业相关数据,分析了呼伦贝尔市旅游业发展现状,并对呼伦贝尔市旅游业发展中的政府职能进行定位。第三部分通过问卷调查的方法,分析了旅游业发展中政府在职能履行中存在的问题,即旅游市场秩序混乱、旅游法规规划落实不到位、旅游基础设施建设滞后以及旅游队伍服务意识淡薄。第四部分析了导致上述问题的四方面原因,即体制机制不健全、法律法规不完善、旅游投资不足、行政观念偏差。第五部分针对上述原因,从完善旅游产业市场经济体制、健全旅游法律法规、加大政府对旅游业发展支持力度、调整与转化行政观念四个方面提出旅游业发展中完善政府职能履行的对策。全文围绕呼伦贝尔市旅游业发展中政府职能履行的不足与完善展开,通过实证研究,提出相应对策,以期为呼伦贝尔市旅游业的进一步发展提供可能的借鉴。
[Abstract]:With the rapid development of our economy, the material living standard of the people has been greatly improved, the tourism demand has been increasing, the proportion of tourism in the national economy has been greatly increased, and the tourism industry has played an important role in promoting the economic development. In recent years, with the rapid development of the tourism industry in Hulunbeir, the number of tourists and the tourism income have increased rapidly, and the new development of the tourism industry is imperative. However, the role played by the government in the performance of its functions is still insufficient. This requires the government to fully perform its functions to create a good social and institutional environment for the development of tourism. Therefore, in order to promote the function of Hulunbeir municipal government and promote the sustainable development of tourism, it is necessary to study the government function in the development of tourism industry in Hulunbeir. This paper is divided into five parts. The first part combs the domestic and foreign tourism development in the government function correlation research, takes Hulunbeir as the research object, has established the research thought and the frame of this article. The second part collects the relevant data of Hulunbeir's tourism in recent years, analyzes the present situation of Hulunbeir's tourism development, and orientates the government's function in the development of Hulunbeir's tourism. In the third part, through the method of questionnaire, the paper analyzes the problems existing in the government's function in the tourism development, that is, the disorder of the tourism market order, the lack of the implementation of tourism laws and regulations. Tourism infrastructure construction lags behind and tourism team service consciousness is weak. The fourth part analyzes the four reasons that lead to the above problems, that is, the system mechanism is not perfect, the laws and regulations are not perfect, the tourism investment is insufficient, and the administrative concept is wrong. The fifth part aims at the above reasons, from perfecting the market economy system of the tourism industry, perfecting the tourism laws and regulations, and increasing the government's support for the tourism development. Four aspects of adjustment and transformation of administrative concepts are put forward to improve the performance of government functions in the development of tourism. This paper focuses on the deficiency and perfection of the government function in the development of Hulunbeir's tourism industry, and puts forward the corresponding countermeasures through the empirical research, in order to provide the possible reference for the further development of the tourism industry in Hulunbeir city.
