关于构建江西省旅游卫星账户设想

【摘要】:旅游业目前是世界各国政府都在大力发展的产业之一。由于旅游产业存在环保性,投入产出高等特性,各国政府都把它当做支柱性产业进行发展。发展旅游业不仅可以带动整个国家经济的发展还能创造更多的就业机会,还有借此机会宣扬本国的文化。由于旅游产业涉及国民经济多个部门,快速发展旅游业可以全面带动国民经济各行业的发展。为此,需要解决如何核算旅游业以及如何比较世界各国旅游业发展水平的问题。在上世纪的70年代,加拿大就开始研究关于计量旅游的工作。直到93SNA的出现,在93SNA中明确提出可以建立卫星账户以测量那些在现有国民核算体系中尚未被作为一个产业的经济部门的规模和产出。93SNA中并没有将旅游作为一个产业进行核算,而且旅游业涉及国民经济中多个行业,所以采用卫星账户方式既避免了对中心框架的严谨性的破坏,又大大扩展了国民核算体系的分析功能。 在2000年,联合国、经合组织、欧统局以及世界旅游组织联合批准了《旅游附属账户:建议的方法框架》。它的批准意味着建立起了一个统一标准的旅游统计体系。在颁布后的2001年,就得到世界各国的重视。旅游卫星账户体系是与国民经济核算体系紧密相连。它是严格按照国民经济核算体系中的核算原则以及记录原则。它是对国民经济核算体系的一个补充,帮助分析旅游业的发展。在这个框架中主要将旅游从需求和供给两个角度进行核算,将这两方面的数据有机结合在一起以完整呈现旅游产业的真实情况,从而帮助决策者更好的对旅游业进行规划。2008年,出版了《2008旅游附属账户:建议的框架方法》,这是对之前发布的框架在各国实施过程中出现的问题进一步的研究以及之后旅游业出现的一些新的问题提供解决思路。在中国,引进旅游卫星账户是在上世纪90年代,相对比较落后。但是在旅游卫星账户编制上做过很多的努力。在2007年国家旅游局就尝试利用2004年经济普查数据构建旅游卫星账户。江苏省在2002年就开始编制旅游卫星账户。 本文是在旅游卫星账户核心理论的基础上,借鉴江苏省、云南省等地区编制区域性旅游卫星账户的实际工作经验,对江西省编制旅游卫星账户进行了探讨和分析。首先是对江西省旅游业情况进行了总体上的分析。江西省旅游业快速发展,在2011年就已经突破一千亿,,这对于如何合理计量旅游业提出了挑战。在这个客观存在的基础上,重点分析了江西省旅游卫星账户的可行性和必要性。本文认为完全可以建立有江西省旅游特点的旅游卫星账户体系帮助江西省政府进行旅游规划和决策。其次,借鉴RMF2008中关于旅游需求和供给核心概念的定义,对江西省旅游卫星账户的概念进行了定义并确定了江西省旅游卫星账户中旅游特征产业以及旅游特征产品。在完成了相关工作以后对RMF2008推荐的6张表进行了相应的改变使之成为江西省旅游卫星账户初级阶段需要编制的6张表格。最后利用现有的数据编制了一些有助于编制江西旅游卫星账户的表。当然目前的江西旅游卫星账户还不完善,很多数据还没有收集的渠道。本文仅仅是对构建江西省旅游卫星账户提出笔者的一些看法,希望对未来江西省旅游卫星账户的编制做出一点贡献。
