欠发达地区产业结构调整的新路径:生态农业生态旅游业耦合产业发展模式

【摘要】：改革开放以来,随着中国非均衡区域发展战略的实施和市场内生性作用的逐步增强,中国区域发展差距问题开始凸显并日趋严重,由此催生出了以处理好经济发达地区与经济欠发达地区和谐发展问题为核心的区域产业发展理论。在此基础上,结合改革和发展过程中出现的社会、资源、生态和环境等方面的问题,如何统筹处理发展进程中的各种关系,如区域之间、产业之间、经济社会与资源环境、人与自然等关系,已成为区域科学协调发展的重要命题。提出一种适用于欠发达地区产业结构调整的新型产业发展模式,即生态农业生态旅游业耦合产业。以该耦合产业达到产业系统整体的社会效益最大化,实现资源和环境承载力约束下的产业资源配置动态最优化为目标,对耦合产业发展路径进行了探讨。
[Abstract]:Since the reform and opening up, with the implementation of China's unbalanced regional development strategy and the gradual enhancement of market endogenous role, the gap between regional development in China has begun to highlight and become increasingly serious. As a result, the theory of regional industrial development centered on the harmonious development between economically developed regions and underdeveloped regions is given birth to. On this basis, in the light of the social, resource, ecological and environmental problems arising from the process of reform and development, how to deal with the various relationships in the process of development, such as regional, industrial, economic, social and resource environment, The relationship between man and nature has become an important proposition for the coordinated development of regional science. A new type of industrial development model suitable for the adjustment of industrial structure in underdeveloped areas is put forward, that is, eco-agricultural eco-tourism coupling industry. In order to achieve the maximum social benefit of the industrial system and realize the dynamic optimization of industrial resource allocation under the constraints of resource and environmental carrying capacity, this paper discusses the development path of the coupled industry.
