A市农业生态观光园工程项目风险管理研究

【摘要】：风险管理是研究、分析、处理由小确定因索产生的诸多问题的一整套方法和方案,是项目管理的重要组成部分。要成功完成项目,须全面系统地掌握项目风险管理技术,把握整个项目发展过程中各个阶段、各个环节可能出现的各种不确定因素。要使项目得以按计划进行,要相应地有侧重地做好分析与处理,并及时提出风险防范措施,把项目风险损失率降到最低程度,让项目能够发挥出最大的投资效益。农业生态观光园是采用生态园模式进行观光园内农业的布局和生产,实现生态效益、经济效益与社会效益的统一。是近几十年来世界上出现的一种新的旅游目的地形式,得到了旅游开发商和政府的高度重视。农业生态观光园建园的主要目的是进行生态农业示范。近年来随着绿色、生态与可持续经济发展概念的推广普及,农业生态园的建设和发展成为了农业和旅游业的新的增长点。鉴于农业生态园建园能够有效的发挥生态示范作用,会进一步拓展生态农业和观光农业的功能,所以全国各地农业观光园发展势头很强。但农业生态园建设项目往往投资巨大,且存在一定的风险,对于该产业来说进行项目评估是十分必要的。目前,对于农业生态观光园工程的项目风险评估研究目前尚很少。A市农业生态观光园对该市生态农业发展意义重大,是市政府重点扶持项目,十分有必要对其进行全面的科学的合理的工程项目风险评估。本文在探讨风险及风险管理基本概念、原理基础上,结合A市农业生态观光园工程项目案例,对农业生态观光园项目中所面临的风险因素进行分析、评估,并且有针对性地提出风险管理的措施。希望为农业生态观光园工程项目建设单位在风险管理方面提供一个较为清晰的思路和可实际运用的方法,能够对同类工程项目的风险管理有较好的借鉴价值,对其他类型工程项目的风险管理具备一定的参考作用。
[Abstract]:Risk management is an important part of project management. In order to complete the project successfully, it is necessary to master the project risk management technology in an all-round and systematic way, and to grasp all kinds of uncertainties that may occur in all stages and links of the whole project development process. In order to carry out the project according to the plan, it is necessary to analyze and deal with it with emphasis, and put forward the risk prevention measures in time, reduce the risk loss rate of the project to the lowest degree, so that the project can bring the maximum investment benefit into full play. The agricultural ecological sightseeing garden adopts the ecological garden pattern to carry on the agriculture layout and the production in the sightseeing garden, realizes the ecological benefit, the economic benefit and the social benefit unification. It is a new form of tourism destination in the world in recent decades, which has been highly valued by tourism developers and governments. The main purpose of the agro-ecological sightseeing garden is to demonstrate ecological agriculture. In recent years, with the popularization of the concept of green, ecological and sustainable economic development, the construction and development of agricultural ecological park has become a new growth point of agriculture and tourism. In view of the agricultural ecological park can effectively play the role of ecological demonstration, will further expand the ecological agriculture and tourism agriculture function, so the development momentum of agricultural tourism park is very strong all over the country. However, agricultural ecological park construction projects often invest a lot and have certain risks, so it is necessary for the industry to carry out project evaluation. At present, the research on the project risk assessment of the agricultural ecological sightseeing park project is still few. A city agricultural ecological sightseeing park is of great significance to the development of the city's ecological agriculture, and it is a key project supported by the municipal government. It is necessary to carry on the comprehensive scientific and reasonable engineering project risk assessment. On the basis of discussing the basic concept and principle of risk and risk management, this paper analyzes and evaluates the risk factors in agricultural ecological sightseeing park project based on the case of A city agricultural ecological sightseeing park project. And puts forward the risk management measure pertinently. It is hoped that it can provide a clear idea and practical method for the construction unit of agricultural ecological sightseeing garden project in risk management, which can be used as a reference for the risk management of similar projects. For other types of project risk management has a certain reference.
