【摘要】：在我国,国家财政资金对农业、农村、农民的投入不断加大,粮食总产量连年增产。特别是自从2006年1月1日正式取消“农业税”,发放惠农补贴,实施新农村建设,大幅度地促进了农民收入的增长。但是随着我国经济发展进入新常态,高速增长逐渐转向中高速增长,如何在经济增速放缓的时代背景下继续强化农业竞争力、促进农民持续增收,成为我国当前必须解决的问题。纵观二战后的世界各国的农业发展进程,如美国、日本、泰国等,都通过农业产业化经营,让农业发展的产业链条得到拉长,让农业的经济效益得到提高,推动规模经营的发展,农村剩余劳动力得到转移,对国民经济起到强有力的拉动作用。十八大将全面建成小康社会提成了经济发展目标,但要实现这一目标的重点在于如何实现广大农民的小康水平。农民进入小康水平需要确保其能够增加新的实际收入,收入增加了才能实现真正的全面小康,否则就是一句口号。因此,当前国家和各级人民政府对农民增收的对策研究正加急制定,一系列提升农民收入的举措也将陆续出台。收入增加对确保农民生活以及建成小康社会的影响巨大。靖宇县处于季风气候带上,具有山地寒温带湿润气候和东亚季风气候两种气候特征。在以上两者的综合作用,构成了冷凉湿润,雨水充足,无霜期短,光照充足的特征。多年来,靖宇县委县政府一直把扶贫开发工作作为重中之重对待,坚持以增加农业收益、增加农民收入为中心,全面落实各项强农、惠农、富农政策,创新农业增长方式,加快推进社会主义新农村建设,使农村居民各项收入全面增长,脱贫致富步伐加快,是吉林省提高农民收入的示范典型。本文通过对靖宇农民收入现状的分析,找出影响农民收入增长的因素,有针对性地对提高靖宇县农民收入提出对策建议。本论文首先阐述相关概念和基本理论,再通过调研数据、统计年鉴和统计局公布的国民经济和社会发展公报,从靖宇县农民收入水平以及靖宇县农民收入水平与白山市农民收入水平、与吉林省农民收入水平对比的差异角度对靖宇县的农民收入进行分析,分析影响靖宇县农民收入的主要因素,从政策角度,经营规模角度,科技发展角度以及市场角度等多个方面出发做出定性分析,最后依据分析结果,对提高农民收入给出了对应的对策和建议,力求能对吉林省靖宇县农民收入的提高提供帮助,对靖宇县政府制定政策提供借鉴和依据。
[Abstract]:In China, the investment of state financial funds to agriculture, rural areas and farmers is increasing, and the total grain output increases year by year. In particular, since the abolition of the "agricultural tax" in January 1, 2006, the subsidy of the farmers and the implementation of the new rural construction have greatly promoted the growth of farmers' income. However, as China's economic development has entered the new normal, the rapid growth has gradually shifted to the medium and high speed growth. How to continue to strengthen the competitiveness of agriculture and promote the continuous increase of farmers' income under the background of slowing economic growth has become a problem that must be solved in China. The agricultural development process throughout the world after World War II, such as the United States, Japan and Thailand, through the operation of agricultural industrialization, make agricultural development industry chain has been stretched, to improve the economic benefit of agriculture, promote the development of the scale of operation, get the transfer of rural surplus labor, to the strong pulling effect of national economy. The eighteen is to build a well-off society in an all-round way to achieve the goal of economic development, but the focus of achieving this goal lies in how to achieve the well-off level of the farmers. When farmers enter a well-off level, they need to ensure that they can increase their new actual income and increase their income to achieve a truly comprehensive well-off society. Otherwise, it is a slogan. Therefore, the current state and the people's governments at all levels are working on the Countermeasures for increasing farmers' income, and a series of measures to improve the income of farmers will be introduced in succession. The increase in income has a great impact on ensuring the livelihood of farmers and building a well-off society. Jingyu county is in the monsoon climate zone, which has two climatic characteristics of humid climate in mountainous cold temperate zone and East Asian monsoon climate. The comprehensive role in both of the above, a cold and humid, abundant rainfall, frost free period is short, light features. Over the years, Jingyu county government has been the work of poverty alleviation and development as the top priority in the treatment, adhere to increase agricultural income, increasing the income of farmers as the center, fully implement the agricultural, Hui Nong, rich peasants policy, innovation of agricultural growth mode, accelerate the construction of a new socialist countryside, the rural residents' income growth, poverty to accelerate the pace of increasing the income of farmers in Jilin Province, is a typical model of. Based on the analysis of the current situation of farmers' income in Jingyu, this paper finds out the factors that affect the growth of farmers' income, and puts forward countermeasures and suggestions for improving farmers' income in Jingyu county. This paper first describes the concepts and basic theory, then research data, Statistical Yearbook published by the Bureau of statistics and the national economic and social development bulletin, carries on the analysis to the Jingyu County farmers' income from the point of view of differences between the income of farmers in Jingyu county and the income of farmers in Jingyu County and the Baishan City farmers' income level, and the income of farmers in Jilin province the main factors influencing the income of farmers in Jingyu County, from the policy angle, angle scale, multi angle aspects of technology development and market perspective of qualitative analysis, finally according to the analysis results, to improve the income of the farmers gives the corresponding countermeasures and suggestions, and strive to help the income of farmers in Jingyu County of Jilin the improvement, and provide a reference basis for the Jingyu County government.
