【摘要】：农民合作社在联合小农、抵御市场风险、增加农民收入与服务三农等方面以其特有的优势成为解决三农问题的有力载体,得到了较快的发展,尤其近几年来随着党中央对农民合作社的不断重视与政策上的大力支持,农民合作社在我国的发展数量激增,然而发展至今其所暴露出的问题也越来越多,农民合作社各种异化现象严重。本文对当前我国农民合作社在数量规模、产业分布、经营项目以及领办者等方面的发展状况做了一个简单的介绍,并以调查问卷与实地走访相结合的方式对我国一些省市的农民合作社进行调研了解,指出合作社数量少、实力弱,成员异质性明显,合作社内部组织结构异化,空头社与翻牌社状况突出与内置金融异化是当前我国农民合作社的发展困境,并结合调研结果对此进行了深入分析,然后对我国农民合作社发展困境的原因进行分析,认为制约其发展的原因为法律的限制,资本力量的过于强大,农民自身素质低、缺乏合作意识以及我国合作社文化的缺失。最后通过对美国农民合作社与韩国农民合作社的发展经验介绍,结合我国国情提出我国农民合作社的发展方向,应在合作社的法律方面进行修订完善,进行合作社文化建设、提高农民素质,提高农民合作社自身竞争力,规范发展内置金融以及将农民综合合作社作为我国农民合作社的主要发展路径。本文的主要创新之处在于采用调查问卷与实地走访的手段,对我国多个省市的163家农民合作社进行调研,并通过调研结果对当前我国农民合作社的发展困境进行分析;提出发展生态农民合作社,以“农超对接”、“农校对接”的方式促进合作社增收。
[Abstract]:In the peasant farmer cooperatives, resist the market risk, increase the income of farmers and rural services and become a powerful carrier of solving the issues with its special advantages, has been rapid development, especially in recent years with the continuous attention and support policies on Farmers' cooperatives, the Party Central Committee on the development of farmer cooperatives, the surge in the number in our country, but its development has exposed more and more problems, farmers' cooperatives all serious alienation phenomenon. This article on the current China's farmers' cooperatives in quantity and scale, industrial distribution, management development project and the lead of people who made a brief introduction, and through the questionnaire and field visits the method of the combination of some provinces and cities in China farmer cooperatives to conduct research to understand, pointed out that the cooperative small number of weak strength member heterogeneity is obvious, the internal organization of cooperatives The structure of society and social alienation, short flop status prominent with the built-in financial alienation is the current development situation of farmer cooperatives in China, and combined with the research results of this in-depth analysis, then the cause of the plight of the development of China's farmers' cooperatives are analyzed, that restrict the development of the reasons for the legal restrictions, capital strength is too strong, the farmers' own quality is low, lack of cooperation consciousness and our lack of cooperative culture. Finally, the development experience of American and South Korean farmers cooperatives farmers cooperatives, combined with China's national conditions and put forward the development direction of China's farmers' cooperatives, should revise and improve on the legal aspects of cooperatives, cooperatives of cultural construction, improve the quality of farmers, improve farmers' cooperatives competitiveness, regulate the development of Finance and farmer cooperatives built comprehensive as primary farmer cooperatives in China Show the path. The main innovation of this paper is using the questionnaire and field visits, investigation of 163 farmer cooperatives in many provinces and cities of our country, and through the survey on the current development predicament of farmer cooperatives in China are analyzed; put forward the development of ecological farmer cooperatives, to "agricultural super docking", "Aggie butt" the way to promote the cooperatives' income.
