【摘要】：2008年十七届三中全会通过的《中共中央关于推进农村改革发展若干重大问题的决定》明确指出加强土地承包经营权流转管理和服务,建立健全土地承包经营权流转市场,按照依法自愿有偿原则、允许农民以转包、出租、互换、转让、股份合作等形式流转土地承包经营权。农村土地流转是当前我国调整农业产业结构,促进现代化农业发展的重要基础。今年11月,中办、国办又印发了《深化农村改革综合性实施方案》,《方案》中就明确要求深化农村集体产权制度改革,并明确了今后农村土地改革的基本方向。溆浦县作为中部地区山区县,也一直在推进农村土地的自由流转。本文就是从目前溆浦县在推进县域农村土地流转的过程中呈现的一些特点和方式进行探讨。文章的第一部分分析农村土地自由流转的背景；文章第二部分表述农村土地流转的基本概述；文章第三部分介绍目前溆浦县农村土地流转的现状；文章第四部分分析当前溆浦县农村土地流转的存在的问题和原因；文章第五部分综合世界其他国家和中国其他地区的农村土地流转的经验和做法；文章最后为解决当前溆浦县农村土地流转的问题提供对策及建议。

The first part of the article analysis the free circulation of rural land in the background; the second part outlines the basic formulation of rural land circulation; the third part introduces the present situation of land transfer in Xupu County; the fourth part analyzes the existing problems and reasons of the current Xupu County Rural Land Circulation; the fifth part Comprehensive world of other countries and other regions of the rural land circulation China experience and practice; finally provides countermeasures and suggestions to solve the current Xupu county rural land circulation problem.
