【摘要】：农业供给侧结构性改革是生产领域的全方位变革,是供给领域的全产业链条变革,是改革领域的协同性变革。当前,关于农业供给侧结构性改革的政策内涵存在三个误区:一是简单认为农业供给侧结构性改革主要是解决农产品供给过剩问题;二是简单认为农业供给侧结构性改革主要是调整优化农业结构;三是简单认为农业供给侧结构性改革主要是转变农业发展方式。推进农业供给侧结构性改革,完成既定的目标任务,关键在于通过培育新型农业经营主体,引发农民的自觉行动,增强农业农村发展活力和内生动力。与普通农户相比,农民合作社资源动员能力和服务能力更强,对接市场渠道更广。与家庭农场、龙头企业等其他新型农业经营主体相比,农民合作社与农户的利益联结机制更紧密,发挥协同效应的纽带作用更明显。因此,政府应当加大政策创新力度,给予更多地优惠与扶持,促进农民合作社规范化创新发展,引导其在供给侧结构性改革中发挥引领作用。
[Abstract]:Agricultural supply side structural reform is comprehensive reform in the field of production, the whole industry chain transformation supply field, is a collaborative reform field. At present, there are three misunderstandings about agricultural supply side structural reform policy implications: one is simply that agricultural supply side structural reform is mainly to solve the problem of excess supply of agricultural products; the two is simply that agricultural supply side structural reform is to adjust and optimize the agricultural structure; the three is simply that agricultural supply side structural reform is the transformation of agricultural development. Promoting agricultural supply side structural reforms, to complete the established objectives and tasks, the key lies in the development of new agricultural business entities, causing farmers conscious action, the enhancement of agriculture the vitality of rural development and endogenous power. Compared with ordinary farmers, farmers' cooperatives resource mobilization ability and service ability, market docking The channel is wider. Compared with family farms, leading enterprises and other new agricultural business entities, the profit mechanism of farmer cooperatives and farmers more closely and play the role of synergistic effect is more obvious.
