河南省卢氏县精准扶贫问题研究

【摘要】：精准扶贫是当前国内各贫困地区响应国家号召,积极探索进行的一项重点工程。如何探索实践精准扶贫,不断提高贫困治理能力,为广大贫困群众带来切实福祉成为河南省卢氏县——国家级贫困县、集中连片特困地区扶贫开发工作重点县和河南省“三山一滩”扶贫工作重点县政府的历史重担与责任。对卢氏县政府精准扶贫措施、成效和问题对策进行研究探讨,对地方把握扶贫新形势新问题、采取有针对性措施,及至供其他地区借鉴参考和研究三农问题都有积极的理论和实践意义。选题主要运用了贫困理论和贫困治理理论等理论工具,通过对精准扶贫理论及内涵、治理贫困思路和方式进行学习探讨,为卢氏县政府精准扶贫问题的研究提供理论基础。通过梳理卢氏县致贫原因,阐述卢氏县政府在精准扶贫中的各项做法,充分肯定了卢氏县政府精准扶贫的经验和成效,并对现在卢氏县精准扶贫工作中存在的问题和不足进行归纳,认为其扶贫开发主体单一、贫困主体参与不足、精准施策有待进一步提升、精准扶贫制度建设不足。在通过对广东“双到”模式和贵州“毕节经验”的研究、对比、探讨后,提出应对精准扶贫一系列机制进行建立与完善。之后,在结合卢氏县具体问题和实际情况基础上,倡导培育多元化扶贫主体、建立完善贫困人口参与机制、提升产业扶贫水平、加强精准扶贫制度建设等,从多方面发力助推精准扶贫。最后,对卢氏县政府精准扶贫工作的推进和完善进行总结与展望。
[Abstract]:Precision poverty alleviation is a key project in response to the call of the state. How to explore the practice of precision poverty alleviation and constantly improve the ability of poverty management. For the vast number of poor people to bring practical well-being to become Lushi County in Henan Province-a national poverty county. Focus on the historical burden and responsibility of the key counties in poverty alleviation and development in the areas with special difficulties and the key county governments in the "three mountains and one beach" in Henan Province. The achievements and countermeasures are studied and discussed, and targeted measures should be taken to grasp the new situation and new problems of poverty alleviation at the local level. It has positive theoretical and practical significance for other regions to use for reference and research on the issue of agriculture, countryside and farmers. The topic mainly uses poverty theory and poverty governance theory and other theoretical tools, through the theory and connotation of precision poverty alleviation. Through combing the causes of poverty in Lushi county, this paper expounds the methods of the government of Lushi county in the precision poverty alleviation. Fully affirmed the Lushi County government's experience and effectiveness of precision poverty alleviation, and summarized the existing problems and deficiencies in the current Lushi County precision poverty alleviation work, thinking that its poverty alleviation and development body is single, the poor main body participation is insufficient. Precision measures need to be further improved, precision poverty alleviation system construction is insufficient. Through the study of Guangdong "double to" model and Guizhou "Bijie experience", the comparison and discussion. After that, on the basis of the concrete problems and the actual situation of Lushi County, we advocate to cultivate diversified poverty alleviation main body and establish and perfect the mechanism of poor people's participation. In order to improve the level of industry poverty alleviation and strengthen the construction of precision poverty alleviation system, the paper promotes precision poverty alleviation from many aspects. Finally, the paper summarizes and prospects the promotion and improvement of the precision poverty alleviation work of Lushi county government.
