【摘要】:土地是农民拥有的最大的资源和资产,显化农村土地资产是切实维护农民合法权益,落实党和国家方针政策的有效途径。改革开放以来,我国城镇国有土地市场已基本形成,建立了适合中国国情的城镇国有土地质量和价值的评估体系。而农村土地资产评估市场尚处于萌芽阶段,农村土地的价格体系和市场机制尚未形成。科学有序地建立农村土地资产评估市场,既是显化农村土地资产,盘活农村土地资源,促进农民增收的重要渠道,也是推进农村土地市场有序发展和统筹城乡一体化发展的战略选择。2007年,重庆市作为统筹城乡综合配套改革试验区后,发展环境得到了较大改善,各种资本、人力资源等生产要素不断向重庆集结,生产要素的集结对土地提出了较大的需求,重庆市政府开展了以农村土地交易所、地票交易、户籍制度改革下的农村土地使用权退出为亮点的农村土地制度创新,这就为农村土地资产评估市场发展提供了良好的政策环境。本文以重庆市忠县为例,通过实地调研收集相关基础资料,查阅相关文献资料,采取理论研究与实证研究相渗透、定性分析和定量分析相结合的方法研究忠县农村土地资产评估市场,为今后科学地推进农村土地资产评估市场发展提供实证借鉴。本文主要研究了以下三个关键问题:(1)农村土地资产评估市场发展现状研究。切实了解农村土地资产评估市场发展现状,及时发现存在问题,对推进和完善农村土地资产评估市场具有重要的理论指导意义。本研究主要在文献梳理、实地调研的基础上,从定性和定量两个角度分析忠县农村土地资产评估市场发展现状。定性研究发现,忠县农村土地资产评估一方面评估需求较大,另一方面评估供给不足。定量研究发现,忠县农村土地资产评估市场发展水平整体呈现上升趋势,但发展仍比较落后。经济发展及政策制度改革成为影响忠县农村土地资产评估市场发展的两大主要因素。(2)农户生计资产差异对农村土地资产评估需求的影响。农户是农村土地利用的组织者和实施者,基于农户视角,切实了解农户的评估需求,对推进农村土地资产评估市场发展具有一定的实践意义。通过对忠县3个样点村584户农户实地调研,构建农户生计资产量化指标体系,运用灰色关联度模型和Probit回归模型分析农户生计资产差异与土地资产评估需求间的耦合关系及影响度。研究结果表明:1)农户生计资产差异与土地资产评估需求之间存在较强耦合关系。2)生计资产总值呈现由纯农户到非农农户递增的总体趋势,在空间上表现为离县城距离越远,生计资产总值越低。3)农村土地资产评估的需求表现为由纯农户到非农农户、偏远山区向近郊区逐渐增强。4)自然资产与农户土地资产评估需求呈负向影响,其他资产均呈现正向影响,各具体生计资产指标对农户土地资产评估需求的影响存在较大差异。基于以上研究,建议针对不同类型农户因地制宜地开展农村土地资产评估,有序推进农村土地资产评估服务体系建设。(3)农村土地资产评估市场风险分析。探讨农村土地资产评估市场风险,建立有效的风险防范和处理机制,是加快完善现代土地市场体系,统筹城乡一体化发展的重要举措。本研究在文献梳理、实地调研的基础上,采用参与式农村评估法、头脑风暴法、德尔菲法进行风险诊断与识别,构建农村土地资产评估市场风险指标体系,通过模糊层次分析法(FAHP)评估风险因素对农村土地资产评估市场风险的贡献值。研究结果表明:1)我国农村土地资产评估风险主要包括市场机制风险、市场政策风险、市场监管风险及市场技术风险;2)市场机制风险(B1)对农村土地资产评估风险系统的贡献值最大,占整个风险体系的35.27%,其次为市场政策风险(28.54%)、市场监管风险(21.69%)、市场技术风险(14.50%)。构建农村土地资产评估市场风险防范体系应当着力解决三个关键问题:统筹城乡发展,建立健全农村土地资产市场;完善政府职能,加强农村土地资产评估宏观调控;开展行业自律,提高农村土地资产评估服务水平。
[Abstract]:Is the largest land resources and assets owned by farmers, rural land assets are manifest and earnestly safeguard the legitimate rights and interests of farmers, the effective way to implement the principles and policies of the party and the country. Since the reform and opening up, China's urban state-owned land market has been basically formed, suitable for the establishment of China situation of state owned land in the urban areas of quality and value evaluation system. Rural land assets assessment market is still in the beginning stage, the rural land price system and the market mechanism has not yet formed. Scientific and orderly establishment of rural land assets assessment market, is a manifestation of rural land assets, revitalize rural land resources, promote an important channel for farmers, but also to promote the orderly development of rural land market and the integration of urban and rural development the strategic choice of.2007, the city of Chongqing as the urban and rural comprehensive reform pilot area, the development environment has been greatly improved, all kinds of capital , human resources and other factors of production to Chongqing rally, factors of production aggregation presents a greater demand for land, the Chongqing municipal government to carry out rural land exchange, land ticket transactions, the household registration system reform of the rural land use right to withdraw the rural land system innovation, it is rural land assets assessment Market the development provides a good policy environment. This paper takes Chongqing city of Zhongxian as an example, the related basic data collected through field research, access to relevant documents, take the theoretical research and empirical research combining, qualitative analysis and quantitative analysis methods to study Zhongxian rural land assets assessment market, provide empirical reference for the future development of the market the rural land assets evaluation. This paper mainly studies the following three key problems: (1) rural land assets evaluation research to the market development status. The solution of rural land assets assessment market development status, timely find problems in advance and has important theoretical significance to improve the rural land assets assessment market. This study focuses on the literature review, based on investigation and analysis of Zhongxian rural land assets assessment market development status from two angles of qualitative and quantitative. The qualitative study found that Zhongxian rural land assets evaluation assessment a greater demand, on the other hand, the evaluation of insufficient supply. Quantitative study found that Zhongxian rural land assets assessment of the overall market development level showed a rising trend, but the development is still relatively backward. The economic development and policy reform become the influence of Zhongxian rural land assets evaluation of two major factors of market development (2. Influence of farmers' Livelihood Assets) difference of rural land assets evaluation needs. Farmers are organizers and implementers of rural land use Based on the perspective of farmers, farmers, to understand the needs assessment, to promote rural land assets has certain practical significance to assess the market development. Based on a sample of 3 Zhongxian village of 584 households of farmers' Livelihood Assets construction investigation, quantitative index system, using the gray correlation model and Probit regression model to analyze the coupling relationship and the influence of farmers' livelihood with the assessment of land assets assets difference between requirements. Production needs assessment shows a negative effect, other assets has positive influence, there is a big difference between the influence of each specific index of livelihood assets assessment of land assets needs of farmers. Based on the above research, suggestions for different types of farmers to carry out rural land assets evaluation of rural land assets evaluation service system construction of rural land (3). The asset market risk assessment analysis. To explore the rural land assets market risk assessment, the establishment of mechanisms to prevent and dispose risk effectively, accelerate the improvement of modern market system is an important measure of land, urban and rural integrated development. In this study, the literature review, on the basis of field investigation, using participatory rural appraisal method, brainstorming, Delphi method for diagnosis and identification of risk, market risk evaluation index system of rural land assets, through the fuzzy analytic hierarchy process (FAHP) evaluation The contribution of risk factors on rural land assets market risk assessment value. The results show that: 1) rural land asset evaluation risk in China mainly includes the market mechanism of market risk, policy risk, market risk and market risk supervision technology; 2) market risk (B1) on the maximum value of rural land assets evaluation system risk contribution for the entire risk system of 35.27%, followed by the market policy risk, market risk supervision (28.54%) (21.69%), market risk (14.50%). The construction technology to assess the market risk prevention system should focus on solving three key problems of rural land assets: urban and rural development, establish and improve the rural land property market; improve government functions, strengthen rural land assets evaluation macro-control; carry out self-discipline, improve the rural land assets evaluation service level.
