【摘要】：伴随着社会的进步,我国林业发展同样取得了有目共睹的成绩,财政资金是林业发展过程中不可替代的物质保证。财政投资力度逐年加大,仅就北京地区而言2011到2014年,全市园林绿化领域的固定资产投资分别达到了82.9亿元、225亿元、219亿元、235亿元。本文主要通过对林业事业单位资金管理进行研究,通过调研以及文献分析,掌握了国内事业单位管理模式以及体制特征。在定性与定量分析的基础上,发现了目前运行模式中存在的管理体制不规范、人员专业水平参差不齐以及监管手段单一等问题。本文试图通过研究这些资金管理中存在的问题,解决困扰林业事业发展的长期问题,获得较为可行与合理的制度体系改革建议。全文行文按照提出问题、分析问题最后解决问题的逻辑顺序,争取在大量文献研究的基础上,结合作者工作经验,找到解决问题的对策。按照逻辑顺序,本文首先将研究背景、意义与方法进行介绍,同时全面阐述了国内外相关学者的研究成果。其次介绍了我国林业发展现状,把林业发展大环境、大背景作出一般性描述。在林业整体环境下,分析研究了国内事业单位情况、林业事业单位特点以及具体的林业事业单位资金使用现状。再次根据掌握的资料,阐述了通过研究发现的国内林业事业单资金管理出现的问题。根据产生问题的性质,所有问题分为三类:制度问题、监管问题以及人员素质问题。再次分析了美国与法国的林业资金管理模式,提出了其各自特点在我国的适用性。最后,提出资金管理对策即为结论,通过归总问题、分析比对现状并结合实际,最终确立了加强林业事业单位监管制度建设、提高林业事业单位内部管理效率和加快林业事业改革速度的三个结论。另外,本文还对国内林业事业单位资金管理未来定位作出建议,通过加强监管、合理分工以及企业介入等方式提高管理水平,全面深化改革管理模式。
[Abstract]:With the progress of society, forestry development in China has also made obvious achievements, financial funds are irreplaceable material guarantee in the process of forestry development, and the financial investment is increasing year by year. This paper analyzes the forestry fund management mode of the United States and France, and puts forward the applicability of their respective characteristics in our country. Finally, the paper puts forward the fund management countermeasure is the conclusion. Through the overall problem, analysis and comparison of the current situation and combined with the actual situation, finally established to strengthen the construction of supervision system of forestry institutions. Three conclusions of improving the efficiency of internal management of forestry institutions and speeding up the speed of forestry reform. In addition, this paper also makes suggestions on the future positioning of domestic forestry institutions' fund management, through strengthening supervision.
