南水北调水源地邓州市生态友好型农业发展研究

【摘要】：生态友好型农业是党和政府近几年倡导的现代农业发展新方向。尤其是在南水北调水源地等生态薄弱区,发展生态友好型农业显得尤其重要和紧迫,非常值得关注和研究。本文以南水北调水源地邓州市为实证分析的对象,在充分调查和在有第一手资料的基础上,运用可持续发展观、生态经济学、两型农业发展等基础理论,以及文献资料法、案例分析法、访谈法等研究方法,全面阐述了邓州市生态友好型农业发展现状,发现还存在生态友好型农业理论体系不健全、生态资源有短板,引导机制不到位、资金投入不足、顶层设计不完善、传统生产方式没转变、相关高新技术不配套、农民素质不适应等诸多问题,并分析出存在这些问题的成因主要有理论研究有待深入、资源利用缺乏规划、机制引导动力不够、资金扶持力度不足、地方政府认识缺乏、盲目追求高量产出、农业科技资源薄弱、高素质农民有缺口等多个方面,而要全面系统地解决这些问题和消解这些成因,尚需采取加强农业生态理论研究、科学规划利用资源、完善政策保障与项目支撑、加大资金投入与监督、发挥政府的主导作用、强化科学生产模式、建立科技创新和示范平台、推进职业化农民培训工程等系列措施。通过问题导向,成因挖掘,对策试点的三级递进式研究思路,切实提高了本研究对现实农业生产的操作性,加快研究成果到实际生产的转化效率,为地区经济发展提供建议性参考,对整个南水北调水源地以及受水区的农业生产能起到有效的良性引导作用。本文的创新点:(1)对生态友好型农业的内涵进行了初步探索;(2)深度研究了生态友好型农业在国民经济当中的多重功用和综合效应;(3)分析了南水北调水源地邓州市在生态友好型农业发展中存在问题的成因。
[Abstract]:Eco-friendly agriculture is a new direction of modern agricultural development advocated by the Party and the government in recent years. Especially in the ecological weak areas such as South-to-North Water diversion Water Source, it is particularly important and urgent to develop eco-friendly agriculture. This paper takes Dengzhou City, the source of South-to-North Water diversion Project, as the object of empirical analysis, and applies the concept of sustainable development and ecological economics on the basis of full investigation and first-hand information. The basic theory of two-type agriculture development, as well as the literature method, case analysis method, interview method and other research methods, comprehensively expounded the current situation of eco-friendly agriculture development in Dengzhou City. It is also found that the ecological friendly agriculture theory system is not perfect, the ecological resources have a short board, the guiding mechanism is not in place, the capital investment is insufficient, the top level design is not perfect, and the traditional mode of production has not changed. Related high and new technology do not match, farmers' quality does not adapt to many problems, and analysis of the causes of these problems are the main causes of theoretical research to be in-depth, lack of planning for the use of resources, insufficient motivation to guide the mechanism. Lack of financial support, lack of local government awareness, blind pursuit of high production, agricultural science and technology resources are weak, high-quality farmers have gaps and other aspects. In order to solve these problems comprehensively and systematically, we still need to strengthen the research of agricultural ecology theory, plan and utilize resources scientifically, perfect policy guarantee and project support, and increase the investment and supervision of funds. Give full play to the leading role of the government, strengthen the scientific production model, establish a scientific and technological innovation and demonstration platform, and promote a series of measures such as training projects for professional farmers. The three-level progressive research train of thought of countermeasure pilot really improves the maneuverability of this study to the real agricultural production, speeds up the efficiency of transforming the research result into the actual production, and provides the suggestion reference for the regional economic development. The agricultural production of the whole South-to-North Water diversion Source and the water receiving area can play an effective and benign guiding role. The innovation point of this paper is: 1) the connotation of eco-friendly agriculture is preliminarily explored. (2) the multi-function and comprehensive effect of eco-friendly agriculture in the national economy were deeply studied. The causes of the problems in ecological friendly agriculture development in Dengzhou City, the source of South-to-North Water transfer Project are analyzed.
