天门市土地流转适度规模化问题研究

【摘要】：本文通过对土地流转概念、从历史的角度梳理土地制度、土地政策的发展变化等对我国土地有一个全方位的认识,对土地与农村、农民的重要性进行阐述,对土地流转适度规模化经营进行探索。以天门市农村具体情况进行分析,分析当前农村地区土地流转问题,提出解决方法和建议,希望对天门地区的农业现代化有所帮助。文章主要以农村劳动力人口转移、人口老龄化为视角,得出天门市农村土地大规模无人耕种的趋势,土地流转问题是在城镇化建设、经济社会不断发展中所不可回避的一个问题,工业的现代化必须与农业的现代化协调发展,良性循环,土地流转问题关系着农业现代化能否实现,对天门市土地流转进行深层次的研究可以促进天门地区农民增产增收,提高当地人民生活水平,经济社会更加和谐。文章通过运用规范分析与实证分析法、历史与逻辑相统一、静态分析与动态分析相结合的方法对天门市土地问题进行研究分析。结合对当地实际情况的数据收集分析,揭示了当地农村土地流转问题的根源之一是二三产业经济发展不够迅猛对劳动力吸收不够,缺乏企业进行农业投资,农户对土地制度还有所顾忌,政府领导支持力度不大,农村社会保障还有待建设。通过分析日本农业现代化的过程得出了现阶段天门市可以尝试发展综合性农业合作社形成适度规模生产、也可尝试家庭农场等农业经营方式,利用当时资源优势,因地制宜吸引侨乡进行投资,以期天门市农业及农村地区能够更好更快的发展。
[Abstract]:Through the concept of land circulation, combing the land system from the historical point of view, the development and change of land policy and so on, this paper has a comprehensive understanding of the land in China, and expounds the importance of land and rural areas and farmers. This paper explores the moderate scale management of land circulation, analyzes the specific situation of rural areas in Tianmen City, analyzes the current problems of land circulation in rural areas, and puts forward some solutions and suggestions. It is hoped to help the agricultural modernization in Tianmen area. This article mainly takes the rural labor force population transfer and the population aging as the visual angle, obtains the large-scale uncultivated trend of the rural land in Tianmen city. The issue of land circulation is an unavoidable problem in the construction of urbanization and the continuous development of economy and society. The modernization of industry must develop harmoniously with the modernization of agriculture. The problem of land circulation is related to the realization of agricultural modernization. A deep study on the land circulation in Tianmen City can promote the increase of farmers' income and increase the living standard of local people in Tianmen area. Economic and social harmony. Through the use of normative analysis and empirical analysis, history and logic are unified. Combining static analysis with dynamic analysis, the paper studies and analyzes the land problem in Tianmen city, and combines with the data collection and analysis of the local actual situation. It reveals that one of the root causes of the local rural land circulation problem is that the economic development of the secondary and tertiary industries is not fast enough to absorb labor force, lack of enterprises to invest in agriculture, and farmers have some scruples to the land system. Through the analysis of the process of agricultural modernization in Japan, it is concluded that Tianmen City can try to develop comprehensive agricultural cooperatives to form a moderate scale production at this stage. We can also try the family farm and other agricultural management methods, make use of the advantage of resources at that time, and attract overseas Chinese hometown to invest according to local conditions, so that the agriculture and rural areas of Tianmen City can develop better and faster.
