经营规模的扩大有助于农户采取环境友好型生产行为吗——以秸秆还田为例

【摘要】:本文以秸秆还田为例,通过构建一个基于农户土地资源禀赋的技术采纳模型,从理论上分析了土地经营规模对农户采取环境友好型生产行为的可能影响。进一步地,使用2015年在全国3个粮食主产省492个水稻种植户共794个地块的微观调查数据,从农户及地块两个层面进行了实证检验。研究结果表明,无论是在农户家庭层面还是地块层面,土地经营规模与农户实施环境友好型生产行为之间均存在稳健的倒"U"型关系,适度扩大土地规模有利于农户秸秆还田。从建设资源节约型和环境友好型现代农业的政策视角出发,我国不仅要推动土地流转、增加农户的土地经营面积,也应该考虑采取政策措施,鼓励相邻地块的流转整合,但要防止盲目扩大土地经营规模;与此同时,要从加大科研攻关、突破秸秆还田的技术瓶颈和降低秸秆还田成本等方面增加公共政策的支持力度。
[Abstract]:In this paper, straw returning to the field as an example, through the construction of a farmers based on land resources endowment technology adoption model. This paper theoretically analyzes the possible influence of the scale of land management on farmers' environmentally friendly production behavior. Using the data of 794 plots from 492 rice growers in three major grain producing provinces in China in 2015, an empirical test was carried out from the two aspects of farmers and plots. The results showed that: 1. There is a steady "U" type relationship between the scale of land management and the environmentally friendly production behavior of farmers, whether at the level of household or land level. From the perspective of constructing resource-saving and environment-friendly modern agriculture, our country should not only promote the land circulation, but also increase the land management area of farmers. Policy measures should also be taken to encourage the transfer and integration of adjacent plots, but to prevent blindly expanding the scale of land management; At the same time, it is necessary to increase the public policy support from the aspects of increasing scientific research, breaking through the technical bottleneck of straw returning and reducing the cost of returning straw to the field.
