入世后中国大豆经济效用与产业安全效用研究

【摘要】:大豆起源于中国,是重要的粮食作物、油料作物、世界最大的饲料来源。第二次世界大战之前,中国大豆在世界大豆市场中占据领导地位。但是,入世后中国大豆在种植、加工、贸易、及大豆质量安全方面都成下降趋势,中国大豆的经济效益及其产业安全状况令人担忧:农民每吨大豆净收益大幅下降;内资大豆加工企业产能占全国产能的比重大幅下滑,平均加工利润下降;大豆贸易额逆差迅速上升;国产大豆种植面积急剧减少;国产大豆满足国内大豆消费需求的能力下降;国际粮商进入我国大豆压榨行业,并占据重要地位;我国转基因大豆的消费比重大幅增加,对消费者产生健康隐患。国产大豆的经济效益及其产业安全成为人们关注的焦点。本文试图从生产、加工、贸易、质量安全四个方面入手,从大豆的经济收益及产业安全两个视角来分析入世后中国大豆的宏观情况,这对于全面多视角的了解及分析中国大豆的综合效益有重要意义。本文运用多属性效用理论分析法对入世后中国大豆的经济效用及产业安全效用进行实证分析,其中大豆的经济效用包括大豆的种植、加工和贸易三个方面,大豆的产业安全效用包括大豆的种植、加工、贸易和质量安全四个方面,结果表明国产大豆的经济效用及产业安全效用都大幅下降,其中,经济效用下降幅度略大于产业安全效用,但是产业安全效用更加敏感,受到的威胁更大。国产大豆效用下降在我国耕地不断缩减及绝对保障谷物粮食安全的国情下具有必然性,但是我们仍可以有所作为:在保障我国谷物粮食安全的前提下,发展我国大豆产业主要依靠提高单产、发展大豆精深加工,走差异化战略路线。
[Abstract]:Soybeans originated in China and are important food crops, oil crops and the world's largest feed source. Before World War II, Chinese soybeans dominated the world soybean market. After China's entry into WTO, the soybean planting, processing, trade, and soybean quality and safety have all shown a downward trend. The economic benefits of Chinese soybean and its industrial safety are worrying: the net income of farmers per ton of soybeans has dropped sharply; The proportion of production capacity of domestic soybean processing enterprises to the national production capacity dropped sharply, and the average processing profit decreased; The deficit of soybean trade increased rapidly; The planting area of domestic soybean decreased sharply; The ability of domestic soybean to meet domestic soybean consumption demand decreased; The international grain merchant enters the soybean press industry of our country, and occupies the important position; The proportion of genetically modified soybean consumption in China has increased significantly, which has a health hazard to consumers. The economic benefits of domestic soybean and its industrial safety have become the focus of attention. This paper attempts to produce, process and trade from the point of view of production, processing and trade. Starting with four aspects of quality and safety, this paper analyzes the macro situation of soybean in China after China's entry into WTO from the perspectives of soybean economic benefits and industrial safety. This is of great significance to understand and analyze the comprehensive benefits of Chinese soybean from a comprehensive and multi-perspective perspective. This paper uses the multi-attribute utility theory to analyze the economic utility and industrial safety utility of Chinese soybean after China's entry into WTO. The economic utility of soybean includes soybean planting, processing and trade. The industrial safety utility of soybean includes four aspects: soybean planting, processing, trade and quality safety. The results showed that the economic utility and industrial safety utility of domestic soybean decreased significantly, and the economic utility decreased slightly more than the industrial safety utility, but the industrial safety utility was more sensitive. The decline of domestic soybean utility is inevitable under the condition of continuous reduction of cultivated land and absolute guarantee of grain and grain security in China. However, we can still do something: under the premise of ensuring the grain security of our country, the development of soybean industry in our country mainly depends on improving the yield per unit, developing the deep processing of soybean, and taking the line of differentiation strategy.
