奇台县农民专业合作社经营管理模式研究

【摘要】:随着农业市场化、规模化、现代化程度不断提高,单纯依靠农民的单打独斗个体经营的局面,己无法满足日益扩大的市场要求。为顺应现代化农业生产发展,一种新型的经济组织——农民专业合作社迅速发展。新疆维吾尔自治区农业大县之一,笔者工作所在地的奇台县也在此列。农民专业合作社在新疆维吾尔自治区农业发展中占据十分重要的地位,但对该领域的研究还比较少,尤其是对奇台县的研究十分稀少。从2011年初开始,该县大规模推进农民专业合作社,目前已经注册农民专业合作社863家,注册资金18亿元,涉及种植业、畜牧业等多个行业。经调研发现,目前该县实际运行并发挥作用的合作社490家,合作社注册资金87521.17万元,入社成员27140户。本文以这490家合作社为研究对象,根据交易费用理论、农户集体行动理论、农业产业化经营理论,运用文献研究、实地询问、走访调查、数据统计、案例分析等方法,第一次系统深入的分析了该县农民专业合作社的发展情况。本文将该县农民专业合作社的管理模式归纳为以下六种模式:“龙头企业+合作社+基地+农户”管理模式、“合作社+基地+农户”管理模式、“公司+村党组织+合作社+农户+基地”管理模式、“合作社+农户”管理模式、“公司+合作社+农户”管理模式、其他管理模式。选取“龙头企业+合作社+基地+农户”、“合作社+基地+农户”、“公司+村党组织+合作社+农户+基地”管理模式三种覆盖面广,运行良好的管理模式,分别选取具有典型代表的奇台县粮都农业服务专业合作社、奇台县鑫牧牧业草畜联营专业合作社奇台县半截沟镇腰站子村丰裕农业服务专业合作社做案例分析,通过分析奇台县农民专业合作社的管理模式,对比其优势劣势,分析奇台县农民专业合作社的发展问题和成因,3种主流管理模式的利弊优缺,探寻出适合该县合作社发展的模式,为奇台县政府出台完善相关政策法规,农民专业合作社的发展和完善,企业、农户在组织建设合作社时可以选择的管理模式等提供对策建议。
[Abstract]:With the agricultural marketization, scale, the degree of modernization continues to improve, relying solely on the individual farmers of the situation, has been unable to meet the ever-expanding market requirements, in order to comply with the development of modern agricultural production. A new type of economic organization-farmers' specialized cooperatives are developing rapidly. One of the big agricultural counties in Xinjiang Uygur Autonomous region. Qitai County, where the author works, is also in this list. Farmers' specialized cooperatives occupy a very important position in the agricultural development of Xinjiang Uygur Autonomous region, but the research in this field is still relatively small. In particular, the research on Qitai County is very rare. Since early 2011, the county has promoted farmers' professional cooperatives on a large scale. At present, 863 farmers' professional cooperatives have been registered, with a registered capital of 1.8 billion yuan. It involves many industries, such as planting industry, animal husbandry and so on. Through investigation and research, it is found that there are 490 cooperatives that actually operate and play a role in the county at present, with a registered capital of eight hundred and seventy-five million two hundred and eleven thousand and seven hundred yuan. According to the transaction cost theory, farmer collective action theory, agricultural industrialization management theory, the use of literature research, field inquiries. Visit survey, data statistics, case analysis and other methods. For the first time, this paper analyzes the development of farmers' specialized cooperatives in this county for the first time. In this paper, the management mode of farmers' specialized cooperatives in this county is divided into the following six modes: "Farmers of leading enterprise cooperative base" Management mode. "Cooperatives base farmers" management mode, "company village party organization cooperative farmer base" management model, "cooperative farmers" management model, "corporate cooperative farmers" management model. Other management models. Choose "leading enterprise cooperative base farmers", "cooperative base farmers", "company village party organization cooperative farmers base" management model of three broad coverage. Good operation of the management model, respectively select a typical representative of Qitai County grain agricultural service cooperatives. Qitai County Xinmu Livestock Livestock Joint Professional Cooperatives Qitai County Town Yaozhouzi Village Fengyu Agricultural Service Cooperatives to do case study through the analysis of Qitai County Farmers specialized Cooperative management model. Compared with its advantages and disadvantages, this paper analyzes the problems and causes of the development of professional cooperatives in Qitai County, and the advantages and disadvantages of the three main management modes, and explores the suitable mode for the development of cooperatives in this county. It provides countermeasures and suggestions for the government of Qitai County to perfect the relevant policies and regulations, the development and perfection of farmers' specialized cooperatives, and the management mode that enterprises and farmers can choose when organizing and constructing cooperatives.
