农村“三产融合”组织模式研究

【摘要】：作为人类的“母亲”产业,农业是国民经济的基础。我国拥有众多的农业人口,当属农业大国。一直以来,农业人口在我国人口结构中都占着很重要的比例,因此农业问题始终是我国经济社会进步的关键问题。伴随城市化进程的推进,农业发展面临的不仅是机遇,还有随之而来的挑战。近年来,随着对农村经济研究的不断深入,农村“三产融合”的探索成为解决三农问题,促进农村经济社会发展的新方向。自2015年中央一号文件提出“推进农村一二三产业融合发展”有关政策以来,越来越多的学者投入到农村“三产融合”的研究中。本文在对现有文献进行梳理评述的基础上,运用产业发展理论、组织理论、产权理论、交易费用理论和委托代理人理论等,将农村“三产融合”组织模式作为研究对象,通过对农村“三产融合”现有组织模式及其特征的分析,构建了“企业+合作社+协会”的新型组织模式,并将此模式运用到大理市银桥镇的具体实践中。结果表明:该组织模式能较好地解决“三产融合”中各经营主体利益之间的矛盾,并能为农村“三产融合”的发展提供一个良好的市场环境,同时,具有良好的经济效益、社会效益和生态效益,可以作为一个典型的案例在其他地方进行推广应用。
[Abstract]:As the "mother" industry of human beings, agriculture is the foundation of the national economy. China has a large agricultural population, which should be a big agricultural country. All along, the agricultural population has occupied a very important proportion in the population structure of our country. With the development of urbanization, agricultural development is facing not only opportunities but also challenges. In recent years, with the deepening of the research on rural economy, the agricultural problem is always the key issue of our country's economic and social progress. The exploration of "integration of three industries" in rural areas has become a new direction to solve the problems of agriculture, rural areas and farmers and promote the development of rural economy and society. Since the policy of "promoting the integration of rural 123 industries" was put forward in the first document of the Central Committee in 2015, More and more scholars are engaged in the study of the integration of three industries in rural areas. On the basis of reviewing the existing literature, this paper applies industrial development theory, organization theory, property right theory, transaction cost theory and principal-agent theory, etc. Based on the analysis of the existing organization model and its characteristics of rural "three industries integration", a new organizational model of "enterprise cooperative association" is constructed. This model is applied to the concrete practice of Yinqiao Town in Dali City. The result shows that the organization model can solve the contradiction between the interests of the main business bodies in the "integration of three industries". It can provide a good market environment for the development of rural "three production integration", at the same time, it has good economic, social and ecological benefits, and can be popularized and applied in other places as a typical case.
