城镇化进程中农村剩余劳动力的职业素质问题研究

【摘要】：城镇化建设与农村剩余劳动力职业素质之间是相互联系、相互制约的。城镇化建设的顺利推进与稳定发展,对于我国建成全面小康社会至关重要,而提升农村剩余劳动力职业素质则是城镇化建设进程中的必由之路。就业是社会稳定的保障,农村剩余劳动力的再就业则是保证社会安定的基础条件。在当前形势下,整体劳动力供求数量和结构性均发生重大矛盾,而这矛盾不论在短期还是在长期都影响着农村剩余劳动力的再就业。现在急需解决的问题是如何促进农村剩余劳动力向城镇顺利转移,提升农村剩余劳动力的就业率,使其达到充分就业。职业素质是在职场生活中的必备条件,具备良好的职业素质有助于农村剩余劳动力解决自身就业问题,提升农村剩余劳动力的职业素质已经成为他们达到顺利就业的通行证。提高农村剩余劳动力的职业素质是解决“三农”问题的关键之一,这也是“中国梦”重要思想能够得到实现的重要保证。目前农村剩余劳动力的职业素质仍有待稳步有序地提高,农村剩余劳动力在城镇就业时首先需要明确职业目标,但是他们对城镇化职场认知不足,进行的职业培训缺乏理论性和系统性,职能部门对农村剩余劳动力职业素质的提升重视度不够,职业培训单一重复,也无法对其提供完善的政策和制度上的保障。农村剩余劳动力职业素质的提升关系到整个社会的稳定和和谐,全社会应该引起高度重视,并出台相应政策措施来提升农村剩余劳动力职业素质。从加强制度化建设、强化管理与监督机制、确保资金投入与有效管理、加强基础条件建设、把握培养的针对性以及强化宣传与信息互通等方面对提升农村剩余劳动力职业素质提出主要对策建议。
[Abstract]:The construction of urbanization and the professional quality of rural surplus labor force are interrelated and mutually restricted. The smooth and stable development of urbanization construction is of great importance to the building of a well-off society in an all-round way. To improve the professional quality of rural surplus labor force is the only way in the process of urbanization construction. Employment is the guarantee of social stability, and the re-employment of rural surplus labor force is the basic condition to ensure social stability. There are major contradictions between the quantity and structure of labor supply and demand as a whole. However, this contradiction affects the re-employment of the rural surplus labor force in both the short and the long term. The problem urgently needed to be solved now is how to promote the smooth transfer of the rural surplus labor force to the cities and towns and increase the employment rate of the rural surplus labor force. Professional quality is a necessary condition in working life. Having good professional quality is helpful to solve the employment problem of rural surplus labor force. Improving the professional quality of rural surplus labor force has become their pass to obtain a smooth employment. Improving the professional quality of rural surplus labor force is one of the keys to solve the problem of "agriculture, countryside and farmers". This is also an important guarantee that the important thought of "Chinese Dream" can be realized. At present, the professional quality of the rural surplus labor force still needs to be improved steadily and orderly. However, they do not have enough knowledge of the urbanization workplace, lack of theoretical and systematic vocational training, insufficient attention to the promotion of the professional quality of the rural surplus labor force by functional departments, and the single repetition of vocational training. The improvement of the professional quality of the rural surplus labor force is related to the stability and harmony of the whole society, and the whole society should attach great importance to it. To improve the professional quality of rural surplus labor force, we should strengthen the systematization construction, strengthen the management and supervision mechanism, ensure the capital input and effective management, strengthen the basic condition construction, and put forward the corresponding policies and measures to improve the professional quality of the rural surplus labor force. To improve the professional quality of rural surplus labor force, the countermeasures and suggestions are put forward in the aspects of grasping the pertinence of cultivation and strengthening the communication of propaganda and information.
