吉林省农村人力资源开发政府行为研究

【摘要】:新时期国际竞争的焦点已经从能源竞争转变为科技竞争,而科技竞争的中心是人才的竞争。人才是推动社会生产力飞跃的重要因素,故农村人力资源开发是促进农村经济快速发展的重要手段。农村人力资源开发是指通过建设新型农村制度、农户培训教育、新农村文化培养等方式,对现存的农村人力资源进行有限引导、规划、布局的方案总称,其目的是实现农村生产力发展、农村经济发展大突破。我国农村有巨大的土地面积以及巨量的人力资源储备,关键是将数量优势转换为人力资源质量优势。要实现这一目标,首先应了解所在地区农村人力资源发展现状,例如人口数、受教育程度、死亡率、生活环境状况、经济发展状况等,之后提出农村人力资源开发的制度供给建议以及投资建议。吉林省是产粮大省,其农业发展在我国经济发展领域占有特殊地位。近些年,吉林省在农村经济与农业发展中都取得长足的进步,通过推进农村人力资源的开发是实现其农村经济发展的重要原因。农村农业的发展离不开智力支持,农村人力资源开发目的就是要提供农村经济发展所需的人才。在有关理论以及综述的基础上展开评价吉林省农村人力资源开发政府行为的研究,首先构建评价吉林省农村人力资源开发政府行为的指标体系,并利用结构方程模型进行实证分析,最后得出政策建议。模型的研究结论表明,选择的指标变量对潜变量政府公共品提供、农村劳动力支持、资金支持、技术支持、政策体系支持、生态环境支持六个方面的解释处于合理范围。最后在政府行为在促进农村人力资源开发过程中应遵循的总体原则下,提出了相对应的9项政策建议,认为从战略宏观角度讲,应加强对农村基础设施的投资,促进农村人才流动以及农村人力资源质量的提升,强化农村教育,建立农村教育培训体系,建立由吉林省政府审核的农业技能培训认证体系是促进农村人力资源开发的重要方法。同时,在具体实行方案上,本文提出政府应加强农业知识的宣传力度,做好不同地市间农村人力资源流动引导工作,合理配置农村人力资源。加快构建农村人力资源开发的农村文化体系,为开发提供文化保障,构建农村人力资源市场制度体系,强化政府对农村人力资源管理体系等。
[Abstract]:The focus of international competition in the new era has changed from energy competition to science and technology competition, and the center of science and technology competition is the competition of talents, which is an important factor to promote the leap of social productive forces. Therefore, the development of rural human resources is an important means to promote the rapid development of rural economy. The purpose of this scheme is to realize the development of rural productive forces and the great breakthrough of rural economic development. China's rural areas have a huge land area and a huge amount of human resources reserves, the general name of which is the limited guidance, planning and layout of the existing rural human resources, the purpose of which is to achieve the development of rural productive forces and rural economic development. The key is to transform the quantity advantage into the human resource quality advantage. To achieve this goal, we should first understand the current situation of rural human resource development in the region, such as population, education, mortality, living environment, etc. In recent years, Jilin Province is a big grain-producing province, and its agricultural development occupies a special position in the field of economic development of our country. Jilin Province has made great progress in the development of rural economy and agriculture. By promoting the development of rural human resources, it is an important reason to realize the development of rural economy. The purpose of rural human resources development is to provide the talents needed for the development of rural economy. On the basis of relevant theories and summary, the research on evaluating the government behavior of rural human resources development in Jilin Province is carried out. Firstly, the index system of evaluating the government behavior of rural human resources development in Jilin Province is constructed, and the empirical analysis is carried out by using the structural equation model. Finally, the policy recommendations are obtained. The conclusion of the model shows that, The index variables selected to provide government public goods, rural labor force support, financial support, technical support, policy system support, the potential variable government public goods supply, rural labor force support, financial support, technical support, policy system support, The explanation of six aspects of ecological environment support is within a reasonable scope. Finally, under the general principle that government behavior should follow in the process of promoting the development of rural human resources, the corresponding nine policy recommendations are put forward, which are considered from the strategic macroscopic point of view. We should strengthen the investment in rural infrastructure, promote the flow of rural talents and improve the quality of rural human resources, strengthen rural education and establish a rural education and training system. The establishment of agricultural skill training certification system audited by Jilin Provincial Government is an important method to promote the development of rural human resources. At the same time, in the specific implementation scheme, this paper proposes that the government should strengthen the propaganda of agricultural knowledge. To guide the flow of rural human resources among different cities and cities, to allocate rural human resources rationally, to accelerate the construction of rural cultural system of rural human resources development, to provide cultural guarantee for the development of rural human resources, and to construct the system of rural human resources market system. Strengthen the government to rural human resources management system.
